Can't Write Data In Registry Via Guest User

I crated a VB.NET program to write some data to registry. Its working proprely the user loged on Administrator user. But its not working when loged on guest user. Its shows error like

How to know that if the current user is an administrator or normal user or guest?
And how to make the exe can just only run in administrator?
I have tried to set the .manifest to "<requestedExecutionLevel level="requireAdministrator" uiAccess="false" />", but no use. Although I am not logged in as admin, I can still run the exe.

I have already wrote my own Registration checking software in VB.NET, however I wanted a Special key that I could use in the Registration, and I want to get this from the user, so when they download my software I will with online feature send them a Serial Number, which they will enter when they install the software, I then want to write it to the Registry using the Setup and Deployment project, so that my application can retrieve it every time it is run to check Registration.

I have a login screen (frmLoginScreen) which links to a main menu (frmMainMenu) then to another form (frmUserDetails). Their are two possible usernames. The first one the user logs in as Admin and the password is 4321, then the second one is Guest and no password. This is the code I have so far:

I have several programs that must write to HKLM in XP and Windows 7/64 Pro.The programs work in VB6 but not in VB.Net 2008 on target machines. It does works on our development machine. [code]I just cannot figure out why VB6 works but .net doesn't and fails only on the target machine not the development machine.

I have been googling this and have not come along a working solution for an entire day. I don't know anything about binary data types (as I've never knowingly used them) and I'm trying to write a binary value that I see in the registry, to the registry. Now, all I see is the following [shown below]... and if I try to pass that as a string to the RegSetValueEx in the WinAPI and of course it errors out...
I do not know what 'numbers' I need to pass into the lpData As Any, argument of RegSetValueEx (i tried a bit array) in order for it to come out as the following [shown below] in the regedit. I really have no idea, and my tests to place random numbers in the bit array just produce corresponding random "figures" as visible in regedit that I do not understand how to 'tie' them together logically. here is the culprit!

I thought I postet this yesterday but I can't find my thread so if this is a duplicate please point me at the original one. Background: I need to create a user account and Modify it's registry before the user logs on the first time. Creating the account is done by using the Winnt provider (works great). To create the profile I'm trying to use Process.start to launch a process as the newly created user. With the use of loaduserprofile property the users profile gets created and i can do my regwrites without problem.

I was unable to find anything in my searches for XML or INI on the forum so i apologize now if this has already been asked and answered before.
I have been searching Google for days now, trying to find information on Reading and Writing XML files. I wish to use them to replace INI files in my programs.
I have been using VB6 for years now, but was able to get a copy of VB.NET 2003 really cheap and so i am trying to learn how to do the things i did in VB6 in VB.NET 2003.
I was able to find code to write to an INI file, but was not able to successfully read from an INI file with any of the code i found.
I have been able to find code to write an XML file, but when i try to update it, it replaces the old file with a new one, and the old settings are missing, instead of the new settings added to it.
i can at least start migrating to VB.NET 2003, or if you read XML and update XML data, i can switch now. Here is the code i have for writing XML.[code...]

I have an application which reads and writes to the registry. If the programs starts, it looks if the registry keys exists. If not it create the keys. All this is working fine on a Windows XP machine.
Now we moved to Windows 7 and it is not possible to write to the keys. First I need to go to the registry and add permissions. Then it works !
Is it possible to change the permissions in the .Net code and make it able to write to the registry without changing permissions through regedit ?
