VB MessagBox "Always On Top"

One, is that I need to figure out how to exit from a long loop using the "Exit" button from my form, and two I need to figure out a way for my MessageBox to always pop up on top of any and all applications running. It seems to do this the first time it runs through the loop but after that it is always in the background.
