Visual Basic Program Not Releasing Resource?

I have a program written in VB.NET which stops a service that uses file x, modifies x, and restarts the service.

I have modified my code for testing so that it just reads in the file as a string and immediately writes it back out.

The stopping of the service is no problem, and modifying the file is no problem, but when the service starts it stops immediately because, as best I can guess, the file is in use. Even when I try to start the service manually, it stops immediately. However, I found that I can open file x, click save without modifying anything, close the file, and start the service and everything works correctly.

If I comment out the writing part, everything works fine.

Also, the file I'm modifying has a .conf file extension. I don't know if this is relevant.

I need to submit a project tomorrow, and the topic is WPF using XAML. We are using VB by the way. Now I am still a beginner at programming, so I needed help. I've got a ton of WPF and blend tutorials open in tabs in my browser, but I have no idea where to start, and no idea for a project. I asked my tutor and he said he'll be checking our understanding of XAML, and creating an object using XAML as well as the other way round.

I stumbled onto some tutorials of media players main in WPF, and I decided to go with it. But because I have never used blend or WPF along with XAML before, I don't know what to do, if say I make a button in blend with effects, so that I may add coding behind it in VB. Please help me out. I've got like 15 hours before I have to submit.

i have program that must connect to a database at startup, i want the program to first check if the database exists (incase the user deleted it by mistake). If it doesnt exist the program must copy one which i have as a resource, to a certain folder. I have run into a minor problem though.. How do i copy the file from resources to the folder because, the IO.File.Copy() method only allows me to put the file path.

I deleted 3 old pictures from my resource folder. When building compiler alerted me to missing resources. Stupidly i manually edited the file and all my Toolbar icons are gone. Interesting enough the menu strip text all vanished and so did my status strip text. I managed to add back the deleted lines but still the same. If i delete the toolstrip all its buttons remain. Manually deleting each control, rewriting we are talking hours and hours of work.

I am looking for some tip on how to send keystroke of a mouse button click. Basically my requirement is when a list box is dropped it shows a datagrid, right now user has to click 2 times to get focus on datagrid, although i send a focus on datagrid when list is dropped from dropdown event still the focus stays on list box, i have to click 1 time to release focus from listbox then click on datagrid to set focus. I like to automate this 2 clicks with a keystroke. I dont see any mouse button click keystrokes.
