Setting DateTime Value Explicitly

I want to pick a value from a DateTimePicker in 'MM/dd/yyyy hh:mm tt' format, add 00 as second with it, store it in a DateTime variable and save it to database. Suppose if I pick the value 05/28/2010 9:25 AM or 05/28/2010 9:25:34 AM from the DateTimePicker, it'll be stored in the variable and saved to database as 05/28/2010 9:25:00 AM irrespective of what value is chosen from the DateTimePicker for second. I'm using the following statement but it's getting failed during the format conversion while storing it in the DateTime variable generating an error.[code]

Is the default format of ToString dependent on anything server related? Here's the issue: I'm testing and have tested an application on my local machine and ToString(), by default, is returning in a format of "MM/dd/yyyy hh:mm:ss tt", however on our server it appears to be returning as "dd/MM/yyyy hh:mm:ss tt" which the consuming application is not expecting and causing errors.

I have a VB file that imports System.IO, but only uses it is a couple of places.My co-workers and I were wondering if there is a small performance boost if we just use System.IO explicitly were we need it (IE., System.IO.MemoryStream) instead of importing it.

Is there a way to get an enum to explicitly cast to it's base type?If I have something like this:

Public Enum Packets As Byte
Stuff = &H0
End Enum

I have to do

Code:
Dim test As Byte = CByte(Packets.Stuff)

Rather than

Code:
Dim test As Byte = Packets.Stuff

I don't see why that's the way it works, since you know that the enum will always have values of the base type.

I try to compare Datetime.Now with a Datetime variable I set, using the Datetime.CompareTo() method. I use a timer to compare these every second and display the result, but as the current time approaches the time I set, the result changes from 1 to -1, but never 0, which means these two are never equal. I'm suspecting the Datetime structure contains milliseconds?

In our projects we use setting variables to store user setting for the applications. Moreover, with every latest version of the applications, we upgrade these variables to retain user settings.Normally, this works fine, but recently one of my end user reported an error i.e.Configuration System failed to initialize". The error is related to user.config file. Therefore we requested the user to send us his file.After received the folder, we noticed that it contains 3 files (3begfjb.newcfg,3begfjb.tmp and user. config). 3begfjb.tmp is an empty file, while 3begfjb.newcfg and user.config are identical files. We tried to open these files but the data in user.config isn't proper xml rather its unreadable formatted file.Do any you guys had experienced this sort of issue or any ideas how and what may have created these files and corrupted user.config file.

I have a DateTime object I want to compare against an sql datetime field in a where clause. I'm currently using:

"where (convert( dateTime, '" & datetimeVariable.ToString & "',103) <= DatetimeField)"

But I believe datetimeVariable.ToString will return a different value depending on the culture where the system is running.

How would you handle this so it is culture independent?

EDIT : I won't be using paramatised sql in this code...

EDIT : following Parmesan's comment to one of the answers looks like the best method may be:

"where (convert( dateTime, '" & datetimeVariable.ToString( "s" ) & "',126) <= DatetimeField)"
