Build If Then Statements At Run Time?

My product owner has asked me to make some comparision logic configurable so the process engineers can change things without making code changes. Currently the code is a SELECT CASE statement with various IF THEN statements that are fairly standard.
The problem I can't seem to find a way around is that he wants through configuration to AND/OR a variable number of comparisons in the IF THEN statements. His idea is the that the configuration would work like a limited query builder for the process engineers. The only solution I've come up with is to build a function in a string and use the VBCodeProvider to compile it at runtime. Is there a better way to approach this?

I've a solution with 15 projects (14 class libraries and one web application). Each class library has corresponding test project (i.e. if I have MyApp.Services project there exists MyApp.Services.Tests -- using NUnit). Everything is written in VB.NET. The problem is that when VS tries to compile any of *.Tests project it stops responding (the bigger the project the longer the period without reposnse). I don't know where to start looking for an issue. I'll add that I've R# 4.5 installed.
UPDATE 1:Is there any way to benchmark a build in visual studio? To get build times for every project?
UPDATE 2:It seems that there is no difference after disabling R#.

Can someone give me a site to a tutorial that will help me write a program that will generate a pattern using do while, if else statements,and do until statements. I have been using google but I can't find anything. I need to generate patterns a certain size 6 by 6 or similar such as something like a checkerboard but where the ^ symbols is there a suppose to be a blank space..

I am trying to build a slideshow app that will display 6 pictures at a time from a specified folder. I put 6 pictureboxes in a TableLayoutPanel and have a timer control call the Ahead1 subroutine to load a new picture into the last box after all of the other pictures "move up one box".The problem is that every the timer calls the Ahead1, the program uses about 30MB of RAM and the program eventually ends with an OutOfMemory Error. (Choosing the Picture Folder - only called once)

Can you tell me how to test these events? My postbuild event, I believe calls a project file in the solution file that wraps files together in a bundle in debug mode. I am using 2008 Express Edition. I am trying to make a Release build instead of a Debug build.Under Tools->Options, Projects and Solutions->General - I checked Show advanced build configurations. The option to switch configurations does not show up in the IDE.
After this, I went to the Project Properties->Compile and switched the Configuration from Active(Debug) to Release.After building, I looked in my project directory, however only in the Debug sub-directory was the .exe and nothing in the Release sub-directory.I have used Visual C++ Express Edition, where I noticed that if you do not change to Release in the IDE than after changing to Release in properties, resets the project to the last configuration setting which is usually Debug.how to make the Debug/Release box available in the IDE, since Tools/Options does not make it show up?

I have some very simple questions about making a release build exe in vb.net using MS VB 2010 Express.
I realize that my project's executable is built in the bin/debug folder. However, when I copy this to any other location on my computer or someone else's, this executable does not function. I have read that I need to create a release build but in MS VB 2010 Express, when I use the Project-Properties menu and change the Compile tab configuration to Release and the path to binRelease, I still get the exe in the binDebug folder and not the binRelease folder.
1) Is it normal that exe's from the debug folder do not function outside of the debug folder?
2) Most importantly, if the release build produces a faster exe, could someone please explain step by step how to do this with MS VB 2010 Express ? I do not see any button on the compile tab in the project properties that actually builds the release.

So when i build or click debug on my program. No errors come up and its smooth. So i decide to publish my programme. However. I come up with a bunch of errors during the publishing.

I have an ASP.NET application with a SQL Server back end. I am storing all my dates in UTC format and doing the appropriate conversions to the local time zone of the browser viewing it. One of the pages asks for a start date and end date (no times).
I am taking the start date and setting the time to 00:00:00 hours (midnight) and I'm taking the End time and adding a time of 23:59:59, so that the date range covers the whole day. Now what I'm trying to do is do a SQL query to do a search for records in this date range. The problem is, the data in SQL is in UTC time and the user is typing their dates and times in their local date and times. My quickest solution was to convert the date and time to UTC, then search the records. However, by doing this, I am to believe ASP.NET converts the given time and date to UTC based on the server time zone. How can I convert a date and time to UTC time based on the time zone of the user?
