FlagsAttribute Enum - Function To Check The Permissions Is Not Working

I have a Session value that stores an integer representing what permission a user has to perform tasks in my application. For some reason now however, the function to check the permissions is not working. On the line indicated by the comment, the CTYPE action always returns the integer value, and not the list of Enum values. Can anyone please see what's going wrong here.
i have a list as an enum and when I want to select values as following, what is the best way to approach it

So if i have "station2" as a value in a textbox etc, and I click a button 'next' then it will give me "station3"if i click 'previous' then it will give me "station1"

and I want to get a string based on the value of this enum:

I am writing an Excel addin to read/insert/update/delete SQL data. I am looking for tips or code samples to check if the user running the addin has select/insert/update/delete permissions. this would work on SQL 2000, 2005 and 2008. I have found the following which works for SQL 2005 (and likely 2008, though I have not tested).

And Sometimes I need to get the inverse, so it seems nice to write:
SomeDirection.Inverse()
But I can't put a method on an enum! However, I can add an Extension Method (VS2008+) to it.
In VB, Extension Methods must be inside Modules. I really don't like modules that much, and I'm trying to write a (moderately) simple class that I can share in a single file to be plugged into other projects.
Modules can only reside in the file/namespace level so I have one in the bottom of the file now:
Public Class MyClass '...' End Class
[Code]....
It works, and "if it ain't broke, don't fix it", but I'd love to know if I'm doing it wrong and there's a better way with less boilerplate. Maybe in .NET 4?
Finally, I know I could write a structure that behaves like an enum, but that seems even more backwards.
I use the following code in order to check if certin user exists in the DACL:

Application: Arrays are to be used for this. When button Add Student is clicked it should add all the information for a student and when Show Student button is clicked it should prompt the user for student's last name and student's information in a message box. I'm trying to declare an enumeration and one of the names I'd like to use for an item is not usable apparently. Where I am declaring 'STEP = 3', I get this error message in visual studio: "Statement cannot appear within an Enum body. End of statement expected." Is it possible to use STEP as an item name somehow? [Code]

Which is better, using a nullable enum or adding the value None=0 to your enum list?Using nullables requires more code, but I kind of like it since it forces me to think about the possibility. Otherwise I'm liable to forget about the None enum and fail to account for it being a special case.

I'm using fileopen() function to open the file, after doing all the works I'm using fileclose() to close the file. But when I access the file again it returns already the file is opened by another process.

Loading another form increases the memory usage of the application and after closing is not combing back to normal? dispose function at formclosed event is not doing that
I have a form that displays a graph. From the appropriate toobar button click frmGraph.show is called and it works. But when I call it from the assigned F6 function key the graph hardly ever displays. Sometimes it does display properly, sometime it flickers a one time display of the graph then it's gone, but mostly the form just draws the background but no graph. In debugging this i discoverd that putting a message box just before the call to frmGraph.show the graph will display properly everytime after i click ok in the messagebox. Anyone know how to cure this or at least a workaround that doesn't involve displaying the messagebox? This is the code with the messagebox("here") just above the call.
I've been trying to get the double buffer function working in VB.NET GDI+ for a space invaders game using the following command.[code]But because I am using a separate draw routine attached to a class it doesn't seem to work:[code]The aliens draw correctly but the images are very stuttery and double buffering doesn't seem to work.
