VS 2008 - Resample MP3 File To Be With Preset Bitrate?

I have a ton of MP3's that have an extremely high bitrate (like 200+) and I am trying to create a program that will
1. Read my MP3 Folder structure (DONE),
2. Create a list of MP3's that need to be rebit (DONE with UltraID3Lib), and
3. Resample the file to be a preset bitrate like 128...
I don't want to have to reinvent the wheel on this one.
Previously I asked about sending emails. And now, I have a related question.How to use a preset message in the email ?

Presently my idea is to use a SELECT query for getting all the pending users and then loop through each user (record) and add the preset message to a separate table (this table contains all drafted messages which will be then sent to the recipients), by replacing the USERNAME, DUEAMOUNT & LASTDATE using the Replace function.

The file read is a mp3 or wav file.But my code Comb_Audio_Length, cannot determine the bitrate correctly as different mp3 and wav file have different bitrate....How can I read the bitrate value so as to calculate the audio length correctly?

I have a connection to an access database, I have used the data sources tool provided because in this particular instance I don't want to do much with it other than display the records (which I can do) and edit them (which I'm haveing some trouble with).I have created a system whereby the database is connected to using the preset tools available like; BindingSource, TableAdapter, BindingNavigator etc.
I also have a button for edit. This doesn't work and I was wondering if anyone could help me with this? I'm trying to create classes, functions, etc that present a preset list of options to users (in the same way that messagebox control will show the available button options). For example, lets say I was to have the button "Start". When start is clicked, a pre determined (Or possibly random) note is displayed through a Label for 5 seconds (Lets use C as an example). During this time, the user can attempt to match the note C. When the user sings through the microphone VB picks it up, detects what note the user is singing at, and then scores him over the 5 seconds based on the difference between his note and C. It would also be nice if I could display the volume of the microphone, but this is not too important.

I can read the file when I run the program, but how do I write the file path so that someone else can download my program and file and read the file on their system?
Alright here's my situation: I have a form. This is a very small form that can be moved with the mouse (formborderstyle=none). The transparencyKey is 0,0,1. The form back color is 0,0,1. There is a label on the form. I drag files to this label(its backcolor is black[0,0,0]). What I want is for the filesize to be checked. I already have the uploading to ftpcode, I just want to know if the file is above my limit I set. (250mb per file)
I want my program to be able to create a '.txt' file when it is run for the first time, with the date and time the program was accessed, and to be able to add new 'logs' of program history every time it is accessed. What i mean is that i want my program to be able to create a '.txt' file, and then fill in the dates and times when the program is opened.

I'm looking for a way to specify the location for the User.config file that is used for storing the My.Settings object. It appears that this is not possible. The problem for me is, I don't want to be responsible for creating several different files on the users computer that really have no use and are difficult to find and clean once an update is released. For most users, this is not a serious problem, as many will probably never update the software, and most will probably only go through a couple of updates. On my system, there are config files for every build of the application, and the same to a lesser extent will be true for my beta testers.
I can understand that MS wants to make sure that no two applications will use the same location for storing application data, but a simple [UserData] [CompanyName][ApplicationName] for storing application data will probably suffice for 99.9999 percent of the legitimate applications in the world. Bogging a user's system down with erroneous files, no matter how small, is an unnecessary drain on system resources and a potential source of problems for the user. It's bad enough that most programs leave bits and pieces of themselves all over a user's system after De-installation - this to me seems only to exaggerate this problem.
Is the only way to get around this problem to write a whole new Settings Class? Is there a way to change the location of the UserConfig file to a more friendly (and more predictable) location that I am not finding for myself? It would seem that having at least the OPTION to specify a location for the User.Config file would be OBVIOUS and easy to implement, so why did they leave this out?
I am trying to run a fortran .exe in VB with the Shell() command. The fortran .exe, when ran, it asks you for a file name. It works perfectly on it's own, but when I try calling it through VB Shell(), it does not work.. (i.e. I cannot get VB to get the file name in it.)
Added info:I am using VB9 but I'm writing in compatibility to .NET. As for the Fortran .exe, when you call it, it opens a command window where it asks for a file name (which I got as a string in VB and I'm trying to pass it in), then you press Enter and it's done. Basically the .exe takes a text file and creates a new text file. We've also tried adding & mystring when calling the exe, but it gives a "file not found" error.
I'm having a slight problem getting my program to load a save file when double clicking the save file.I'm using the Command$() to get the command line argument. I can open a save file by dragging it onto the exe. But not by double clicking the save file (after it's associated with the exe).I though dragging and dropping a file on a program and double clicking the file would open it in the same way, but I guess not.So in short how does file association work and how do I get the file path set to a var when the program loads.

Ok here we go again, im a complete beginner to coding and have started with visual studio 2008 using the .net/vb libraries, as my first project i went with an emulation application, and it went great:So now i think its time to move onto a little more advanced tech's, so i added in a combo box and i want to change how my code works, and this is where my troubles are.To start of with the combo box, i have it added to my winform and have 3 items on it 'Action' 'RPG' and 'Sim' and i have made 3 .txt files in the projects root folder with the same names. What i want to have happen is when the user selects for instance 'RPG' from the combo box the items displayed in the listbox change to the contents of the rpg.txt file.
