Copy The Web Source Code From The Webbrowser Tool That Contain Chinese Characters Into A Textbox?

I am trying to copy the web source code from the webbrowser tool that contain chinese characters into a textbox. But they show up as a diamond shape with a question mark inside it. Chinese character show up fine in my textbox if i do copy and paste. But from the web source code, they all show up weird.
i have search for the whole forum and google but found no trace on converting from a ascii chinese character to unicode chinese character in .net control
Is there a good tool available (preferably opensource or free) that will take C# or VB.NET source code, prettify it (format it consistintly) and convert it into HTML source code (so I can post it on the web)?
I rewrote the code to vb.Net and after I get the data from the table, I call
HttpContext.Current.Server.UrlDecode(string) to decode the string, add it existing mark up for an email and send it on its way.
Note that with Visual Studio i can see the HTML markup as it appears in the email, and ALL of the Chinese data is EXACTLY as I would expect it.
When the emial is received i get "???????????" characters where there should be the Chinese characters.
What I do not understand:
What Server.URLEncode actually encodes the data to. It appears to be HEX.
What the array of "?" means in outlook or any other email system that opens it, I assume it means "Hey i cant convert this stuff, so here is a question mark for kicks, good luck."

I have done a lot seaching about how to get the source code of a webbrowser site but I the source code I get is different from the source code I get when using the WebBrowser right-clicking and clicking view source which is actually opening in notepad.I need to get the source as it is in the notepad and not as it is when using WebBrowser1.DocumentText or InnerHtml and so on or a normally browser such as Google Chrome etc.

I'm trying to get the HTML from a frame in a website which is loaded into a WebBrowser in my application.
I have this WebBrowser so that the user can login easily by putting the username and password on the login form of the page so that i can get the HTML code from the protected page.
However, i have to read the frame code while the WebBrowser being on the main page because if i enter the frame, it redirects me to the main page again so there is no way of reading the frame code by entering it.
So i don't know how to read the frame HTML code of a website[url]...
I switch from vb6 to vb.net.. and it's not that easy to familiarize .net syntax here's what i want..

Essentially I am trying to replicate the Windows 7 (In-Windows) activation key TextBox form. The Form where it will auto capitalize letters, remove or deny all non alphanumeric characters except dashes every 5 characters that will be auto-input.I assume this can be done with a fairly complicated replacement Regular Expression but I cannot seem to create one to fit the needs.
This is an Example of what I have right now, but it creates an infinite loop as it removes all characters including dashes, than adds a dash, which changes the text and removes the dash again.
On my windows form i have textbox where the user will be entering XML data. I don't know what this is called so I've struggled to find an answer from google but I have a vague memory of it from t'old days.I've sub-classed (* see below) about 8 framework controls, overriden some properties and added some functionality into each one.The changes I have made are identical in every case. If I make a change, I have to go through each class and apply the same change there.I was hoping there may be a keyword such as <IncludeSourcefile "common.vb> that I can put into each class.
(* note) I use the term sub-classed but I don't know if that's the correct terminology. I've also seen it used for call-backs. Is sub-classed the correct term to use?
