Translation : Use A Db Or Ascii Files?

I am writing an application in vb.net using a mysql database.I need it to be multilingual.I have not found much useful info on this so I thought I 'd go ahead and work it out myself.I have started making a translation table in the mysql database consisting of the fields id, description, lang1, lang2. I would then use the proper language column according to the configuration. Not too hard upto this point.I was wondering if there is a good reason NOT to use the database, but in stead use plain text files. A good reason would be speed for example.

With regard to RichText, obviously information is contained somehow with regard to the text colour, font, size as so on and as it supports more than the ASCII character set such as Unicode characters and so on.
Now I know that Microsoft Word .doc and .docx files contain such information.
My question: How to extract just the rich text information only and ignore all the formatting
information such as bold, underline, italic and so on. How can this be achieved with VB.Net
What I am thinking of here, is, imagine a CSV ( comma separated value ) file but in Rich Text Format.
In relation to this, does Notepad only support a limited character set, i.e. ASCII only?

I am developing an app that will import numeric data and export it to various text files using ascii templates. I am basically converting the template file into a single string, replacing application fields in the string with {0}, {1}, etc... and adding the result into an array that is then passed to the String.Format(str_Template, Params()) to provide the final output. I have set it up so the template will use the standard VB.Net formatting syntax.
A simple template example:
{<prt_Mark>:G} {<prt_Qty>:F2} {<prt_Length>:F2} {<prt_Remarks>:G}

I am using Microsoft.VisualBasic.Fileio.TextFieldParser to parse a CSV file that was created with Excel 2003. The parser is working great with the exception that it is converting extended ascii values to question marks! So if the file content was:
± 3
The TextFieldParser is returning
? 3
I have tried all of the encodings in the System.Text.Encoding package with no luck. I thought I had it with UTF7 but it was dropping other characters like replacing the + sign with a space.

I'm working on decoding a NMEA sentence that is a compressed 8-bit string. I'm having a very hard time of wrapping my head around the bit manipulation needed to convert this string. If someone could get me started with this it would be great.
Here is the incomming string:

I would like to pass a whitespace character by using the System.Text.Encoding.ASCII.GetBytes(" "), and System.Text.Encoding.Unicode.GetBytes(" ") , where " " is the whitespace Character required. What do I need to type (" ") to get a whitespace character passed.?

So I have an ASP.Net (vb.net) application. It has a textbox and the user is pasting text from Microsoft Word into it. So things like the long dash (charcode 150) are coming through as input. Other examples would be the smart quotes or accented characters. In my app I'm encoding them in xml and passing that to the database as an xml parameter to a sql stored procedure. It gets inserted in the database just as the user entered it.
The problem is the app that reads this data doesn't like these characters. So I need to translate them into the lower ascii (7bit I think) character set. How do I do that? How do I determine what encoding they are in so I can do something like the following. And would just requesting the ASCII equivalent translate them intelligently or do I have to write some code for that?
Also maybe it might be easier to solve this problem in the web page to begin with. When you copy the selection of characters from Word it puts several formats in the clipboard. The straight text one is the one I want. Is there a way to have the html textbox get that text when the user pastes into it? Do I have to set the encoding of the web page somehow?

I have a combo box as a dropdownlist box that contains list of states like: IA - Iowa. On form_load, I want the combo box to display a string value that I pass in. However, my string value is a 2-char that represents the state (eg. IA). How can I populate it so that IA - Iowa is selected while my string value is IA. We are in the process of writing a WCF service using the same pattern as in WSSF. It has its service implementation which makes use of Business logic project to get the resources or save the resources using Data Access Repository. This is where the problem comes since we have to write a translator for translating Data Contract to Business Entity and Vice Versa. I have a program in which a user enters a sentence in English into a text box, then the sentence is translated into French and German based on words in an array of structures that gets its values from a text file. I have almost all of the program written, but I am a bit confused on how to get VB to get the English words that are entered into the text box separately so they can be translated individually and the value returned. I need to use a Sub Procedure to get the English Words and to Translate them.

I have an APP that reads data from MS Access tables. It all works fine except that the numbers in Access table are formatted like 800001 so when the user puts "2" in the access table, it changes to 800002 and so on. I want to read the data AS THEY APPEAR in VB.Net but it reads them without the special format. So I get 1 or 2 etc.
I know how to format the data within VB but I don't want to hard code that as the format in MS Access might change. Is there anyway I can read the data format in MS Access ?

i have 2 polygons: 1 - A rectangle with a certain size defined with 4, 6 points or more (what ever becomes easier). 2 - A non-rectangular polygon (a quadrangular) what i need is that when given a certain point with inside the rectangle, i can translate that same point in the other polygon in the right position.
