Can't Insert Data Into Sql Through App.config In .net?

I developed an windows application using visual basic.NET. I configured my database connection string in app.config file. The problem is that I can retrieve data but cannot insert data into the database. the config file
I'm trying to insert a couple of fields into a csv config file and then update all other rows in the file at the same index by copying the previous 2 entries. I'm reading through each row and converting the row into a list(of String) because it seems to be the most flexible way. Ine initial insert works fine, but the code below doesn't. The actual insert code is:

pcIndex is the list index value from elsewhere in the code at the insertion of the 1st of a pair of values into one row. I need to update that index point and pcIndex +1 in all other rows. However it's not doing anything. Tried using lstSteps.Insert, InsertRange, etc. Am I using this right? Is there a better way? It seems to be over-writing the entry rather than inserting a new column and moving the others up, so it appears the list capacity value isn't updating - so I'm left with the initial row with 4 more entries than the others sticking out of the file.

I have a class library (Named ADI), that needs some configuration settings from the project using it (like connectionstring, filesystem locations etc).
I want to define these settings in my Windows Forms/Web Projects App.Config or Web.Config, like other settings.
Here is part of my app.config for my windows forms application:
1. The application's text box controls are entered manually in my.settings (e.g., tb1, tb2, tb3)
2. The application user "adds" a row of text boxes, which are iteratively assigned a name to match the above my.settings names
3. Upon "save" by user, the text in each text box is associated with its control (e.g., If cntl.Name = "tb1" then My.Settings.tb1 = cntl.Text)
4. The User needs to delete one or more rows previously added
Question:Under #4 of above, what is the best way to delete the rows and how can I use the app.config file to update the above data so I can reuse the named text boxes and keep everything sequential?
Im experiencing some problems while attempting to read a connection string from an App.config file in my Data Access Layer.I added the App.Config to the DAL Class Library, and added my connection string to the connectionStrings section but when I try to read it from my DAL its Returing Nothing.
I would like to commit the data put in a checkedlistbox to the user.config. I have found a way to commit them to my.settings but no matter what Save() method I call, it does not commit the new data (that is not bound to a control, through the propertybindings) to the user.config, either immediately or when I shutdown the application. Which means, when I loop through the settings when the application starts back up, the data is not there to be added back to the checkedlistbox. I have put save methods in the formclosing events as well as when the data is created in the my.settings. using my.mysettings, my.settings and my.settings.default. Thank you in advance for your input.
This first method is a called when a button is pushed. it checks the text and then calls the next method (AddProperty) which should add the property to my.settings and save it to user.config, but my understanding is that it is not written to the file till the applicatoin closes.

When this executes I get the error "This operation is not supported for a relative URI". Is there a good way to produce an absolute URI (aside from getting the assembly executing location and trimming the executable filename from the end)? I expected this to be a somewhat simple procedure.
I am developing vb.net windows application. I am trying to insert data with insert command.I am getting the insert data as long as the application is running. But when i close the application and reopen again the inserted data was not in the access database and i am getting no result. what is the problem, is it in code? i am using like

Our main application has both a asp.net and winforms component. There is a class that is used by both sides and needs info from either the web.config or app.config files. The class itself does not know if it's on the client side or on the web server (at this point). We are getting errors when it's attempting read app.config when it's on the web side. Is there a way for the class to tell if it needs to read web.config or app.config?

Now I wanna set when user click on this button to delete a employee (for example) then the datagrid that i have in my application will not show the data of the deleted employee but in the background, the employee haven't been deleted from database.The employee only will be deleted from database when the user click on SAVE button.I know this application have to use RowState but how?

This code is working fine by inserting the ststement, but the problem is that the DATE is not being inserted into the SQL DB. The default date is being inserted as 1900-01-01 00:00:00.000. I really want today's date to be inserted into the SQL DB when the other data are being inserted. FYI - At the SQL level the column's data type is Date.
