Converting From 4 Digit Hexadecimal Code Point?

I would like to covert a 4 digit hexadecimal code point to UTF8.
For example:
4e00 to δΈ€
Dim s1 As String = Char.ConvertFromUtf32(&H28E02)
I don't think they are built for my 4 digit code though.

I'm having 3 digit hexadecimal value, example "ccc" How can I use this value for setpixel function.

this return "0.02"
but i want "0.01"

Which I want to convert to a byte array. Is there a built in function in .NET 3.5 that will get the job done or will I need to write a function to loop through each pair in the string and convert it to its 8-bit integer equivalent?

This program, it reads in a file, and displays it in hexadecimal, like using a hex editor. It then goes to compare the strings and whatnot, and display certain values. During the program, there is a time where I need to display a set of offsets as decimal because that is the way that it is shown regularly.
Taking the two specific offsets and displaying them in hex ends up giving me something like "3039" or "000A", which should respectively convert to 12345 or 00010. This "ID" that I am converting, can be 00000 to 65535, which in hex is 0000 to FFFF. The current method I was given only works if the value is less than 512 or something like that.

I'm supposed to write a program that validates an inputted ten digit ISBN number using the check-digit at the end to ensure that the sum is a multiple of eleven. Before calculating this and detecting if the entered number is indeed a valid ISBN, we're required to check the first nine digits and see if they are indeed integers. After this the tenth digit is checked to see if it is "X" (for ten) or 0-9.
With the code I've written it keeps returning false for whether or not the ISBN is valid, even with valid numbers. I feel like its something to do with the hyphens; have I misused the replace function?I'm a little lost on how to make my code work, but I'm fairly certain my logic is okay so far.

I am working on a check digit program and I am having some trouble finding the best path to take. The program requires 5 digits (numbers). I am calling them
num1
num2
num3
num4
num5
My ultimate goal is to use this equation:
num5 = num1 + (num2 *2) + num3 + (num4*2) - but I use the second digit of the resulting number.
Example: number 12346 - would be "correct!"
12345 - would be "wrong!"
1 + (2*2=4) + 3 + (4*2=8) = 16 so the correct would be 12346 When the user puts in the numbers on the UI I will be returning a comment in a text box on the UI.Which direction should I start?

I'm using Visual Studio and table adapters using an Access DB as the backend. I need the minimum 4 digit value. I want to get next available 4 or 5 digit number. And this will change depending upon the users request. Currently I use a table adabpter query. But how would I write a query. I suppose I could do a long iterative loop through all values until I see a 4 digit.But I'm trying to think of something more efficient.

I'm currently starting a new job in which I will be working on some coding in the future and need some advice on some good places to start so I can learn this correctly. Essentially we need to bring VB4 code over to the new VB.net language and I will be tasked with this. The project consists of a large battery of tests for psychiatric patients consisting of mostly multiple choice questions presented one at a time - since VB4 isn't very compatible, I think I will create a new battery from scratch while using the old code as a reference point.
I started creating the code this weekend for fun and am really enjoying it. However, a huge problem has been the abandonment of control arrays in the new language... by the time I got to creating my first questionnaire I'm stumped and can't follow the old code. Clearly I'm not ready to tackle such a large project with no experience and need to start from scratch; who would have thought .
The reason why I'm here is not to ask you to help me with my work. What I'm wondering is if any of you have any cool advice of great places to start learning the language (books, websites, etc). The amount of literature is very overwhelming so I thought I would ask some people with experience for tips. If any of you have stumbled across learning material with emphasis on coding that would be useful in the design of questionnaires or multiple choice exams, it would be particularly useful.
So far my starting place is Visual Basic 2010 Step by Step with Michael Halvorson, it seems good at a glance in the sense that it couples theory with practice but I'm already sure I'll need a little more.

For instance, say I want to search for the text found between "That is a " and " car" in the string "That is a red car", so it would return "red".I know you can use .SelectionStart and SelectionLength, but the length of the word can change, so the selection length can vary. i have a picturebox which displays a map i have 2 modes add point and delete point when the user clicks the picture it creates a point on the picture where the user has clicked that works perfectly its when i try and delete the point when it doesent work :/ i have all the points loading from an xml file this is the code i have:
