DateTime And Fractional Seconds - Comparing The Cookie Value And The Cahed Value

I have a web app that sets a var setT to DateTime.Now. This var is used to set a "lastUpdate" field in a database and Cache("ltu"). This value is also added to a cookie. the problem I'm having is that comparing the cookie value and the cahed value show that the cookie value is earlier than the cached value, eventhough it is the same value that cam from the setT var.I'm assuming that the fractional seconds are being set to 0000's in the cookie by some means which is the only explaination I can come up with.Now, Is there some way I can set the origianal setT DateTime.now value to not have fractional seconds, or zero fractional seconds?Do you think I'm going about this correctly?
I am a c#/asp.net developer and I am having to work on a VB/asp.net. I have two variables
Dim originalDate as DateTime? Dim newDate as DateTime?
Both nullable datetimes, originalDate is a nullable date I am getting from the database and newDate time is set in code, I need to compare them, they can either both have dates, neither have dates or one have and one not.

When both origEndDate and origEndDate are "nothing" this statement is false (well when I run it in the watch window it comes back as nothing)!I don't understand why this is the case because I was under the impression doing an "=" compares the two values and as they are the same surely it should be true? I am trying this more than couple of hours to just convert a datetime value with Milli seconds to string....No luck so farI want this date 2010-08-07 15:20:10.000 to be formated to '2010-08-07 15:20:10 (Without milliseconds).. Actually I have datetime value stored in the database. What I am taking from the textbox is a time value. Basically they all seem to use either a mod or Truncate method or they take advantage of casting to integer behavior. But none of those approaches will work for a double/float type due to the inherent inaccuracy of the double/float type. There is also the problem that doubles don't cast to decimals reliably. I am creating a math related class and one of the problems I have been having was how to create a function to return the fractional part of a double as an integer. I could easily do that if there was a way I could get the length of the digits.

Does that mean 'Now' is not actually a DateTime property? Provided, my O.S. is Windows Vista Ultimate and all date/time settings are set to default.

Basically the cases are always going to be the same but it will select the case from one of 2 places depending on whether myCookie has a value. Since there may be quite a few cases is there anyway I can get away with only listing them once.?
I have to store, in 2 cookie dictionary/keyed cookie, a user's preference for hiding certain sections of each form on the app. It would appear that IE7 has reached some limit for the number or size of the cookie in javascript. I mean that the cookies are only inaccessible on the client-side js, but can be read just fine in our asp.net/vb code-behind.
The functions that need to read the value of these cookies must be on client side because I can't run a postback everytime the function needs to update the cookie. How should I go about getting and setting the cookie without triggering postback? I thought about storing the value of the cookie onload in a textbox, but I don't know when I would read it back and update the cookie.
I try to compare Datetime.Now with a Datetime variable I set, using the Datetime.CompareTo() method. I use a timer to compare these every second and display the result, but as the current time approaches the time I set, the result changes from 1 to -1, but never 0, which means these two are never equal. I'm suspecting the Datetime structure contains milliseconds?
