Insert Into Statement - Error: Oracle Number Already Exists

I have the following insert into statement. What I want to do is insert the values to gprdsql.TblOracleNos if TxtOracleNo is not empty, therefore if a user logs on and fill the textbox the values are saved to the table. However, if the oracle number exists in gprdsql.TblOracleNos (i.e, the values ) it should not insert the values, presently it creates the same record again with same values (when the save button is clicked) and this creates duplication. In my code I have an Oracle command that contains an INSERT statement. Here's a snippet from my SQL:
"'," & "To_Date('" & Format$(dtDateTime_Stamp, "MM/dd/yyyy hh:mm") & _
The value of strDateTime_Stamp is #1/19/2011 9:42:22 AM# I'm getting an error ( "ORA-01830: date format picture ends before converting entire input string") because I don't know how to correctly assign the AM/PM tag on the end -- you'll notice it just says "MM/dd/yyyy hh:mm" in my code. I've tried a bunch of different things but nothing works. I also find it odd that if I change the "MM/dd/yyyy hh:mm" to "mm/dd/yyyy hh:mm" (little m for month) it gives me a 42 for the month value, not a 1. The capital M's fix that but I'm curious to know why.how to I get it to show the AMPM on the end?

First one: At some point in the application I have the valor parameter (of the visual Basic Function) as a string with spaces that is something like "some string with spaces". When this happens, the stored procedure don't update the table. If I execute the SP directly in the DB (with SQL Developer) all works fine. I know it has something to do with the string missing some quotes(') but I haven't make it work yet. Some ideas on this?
Second problem: Sometimes, when debuging the application, if I interrupt the execution, I start getting the ORA-24338 'statement handle not executed' error for hours every time I try to execute it again. I believe it has something to do with an open transaction. But honestly, as I'm new in working with Oracle, I really have no idea what the problem could be.

I am reading a csv file in to a datatable in vb.net and making a few checks and appending an extra column. I then want to perform a bulk insert using microsofts Oracle.DataAccess (no choice in this) to an Oracle database. what would be the best way to perform this as there is no bulkImport like in SQLserver.

item(0) is an autonumber key field, so that should make a new record by itself, and i have declared the input textboxes as the data() array

I am trying to insert into a DB with has the following columns:
ID (autonumber), BonderIdentifier (text), Username (text), Login (date), Logout (date).
BonderIdentifier, Username, Login is the PK.
Here is what I do:

Like I said I get an insert into error and I dont know why. Nothing is in the DB yet and the table is created. I ran the built string in Access as such:
Insert into Session ([BonderIdentifier], [Username], [Login]) values ('Mork', 'sean', '2/23/2010 11:12:42 AM')
And it works.... but in VS it doesn't.

I know for Ole Db refers to the parameters by sequence and I've done in the correct sequence. I left out the ID since it is auto generated could that be causing a problem?
