VS 2008 Get Control Name The Mouse Is Hovering Over?

I know that in Mouse event I can use this code to get control name the mouse is hovering over: dim _name as string = sender.name.ToString But how can I get the name of a control when I am draging another control over it?
I would like to find out if it is possible to read or capture the name of control the mouse is hovering over on any window. I have tried to research it and maybe using win32 or looking for accessibility info I'd like to be able to have similar functionality in my app as the inspect32 application that Microsoft has at sysinternals that can do this, I want to know if a user hovers over a control (in any window or part of the Windows O.S.) for a while, if longer than a certain time then capture that..
I currently have a picture box and it has a MouseHover event. When the picture box is hovered the picture will change images. But when it is not being hovered upon I need the picture to switch back to the original image. Is there anyway to do this.
I'm using VS 2008 under Windows 7. When I hover the mouse over a variable in debug mode, the value will fade in slowly. Sometimes it is annoyingly slow, I just want the value to show up, no animation or fading. Or is this fading feature a Windows thing and not a VS thing?

I have been tasked with showing a tooltip when I hover over certain TabPages within a tab control, I have tried everything I can think of to resolve this little task, but still I am left with no clear answer.
the events that I would normally use, seem only to fire if the mouse is over the actually tabpage, I am more interested in the tabpage under the mouse in the tabcontrol.

Apologies as this has probably been answered a million different times a million different ways already. I'm trying to control the mouse. I wish to move the mouse to a given pixel position (x, y) and cause a click. I don't want this to be limited within a form, as I want to control another application. I'm using VB 2005.
The GetAsyncKeyState Api does'nt recognizes the mouse wheel rotation, I see.Is there way to control the mouse wheel rotation (always, not only when the pointer is over a form of mine) with a simple API, without to Hook the mouse?

As usually I will typically need information or guidance. Since this is homework based. I have found my first issue. Allow me to digress....
The task given to my team is to create a checkers game which will have the capability to pay either player vs player or player vs cpu. Before I can begin to work on logic I need to cross the hurdle of detecting mouse movement. I have created the board which consists of 64 panels inside a groupbox. Each panel will have 4 images layers on top with the .visible property set to false. I am familiar with mouse click events to a degree but apparently lack some of the know how required.
I have set the controls mouse enter and mouse leave events. My problem is that the mouse leave event fires if I mouse over any of the child controls (like the name box for example).What I need is for the mouse leave event to fire when my mouse leaves the entire control, rather than firing when I mouse over any of the child controls. If I put this code in the form, the mouse will be moved once. I want it to "freeze" the mouse at the point that its moved at. If I put code in timer (which it is now), the mouse will keep searching for the color, so the mouse moves around like crazy. How do I change my code so that it will "freeze" the mouse once it finds the color? [Code]

Firstly its very inaccurate. I want it so the Richtextbox moves with the mouse and not after the mouse. So I want a smooth drag and drog.
So I don't know if this is the wrong code for something that I want perfect like that.
Secondly I dont know if its possible but I would like it so the box can only be dropped in certain area's in my program and if there is a box already occupying that space, It goes back to where it was before.
I am trying to simulate a mouse click on a webBrowser at certain coords in the webBrowser WITHOUT using the persons mouse in any shape or form becuase I want to be able to run the program, minimize it and do other things whilst the program clicks in certain coords in a webBrowser.
I have defined a class which inherits PictureBox-component.In this class I have a mouseClick and mouseDoubleClick events overridden.On mouseClick the image is selected. Now if user click it again, it is delesected.The mouseDoubleClick event starts the video which this picture is pointing to.Now the problem is that when user doubleclicks the pictureBox it actually calls the mouseClick-event twice (select-deselect) and does not call the mouseDoubleClick-event. How can I define it so that if mouseclicks are done as doubleclicks then doubleClick-event is called, not the click event twice?

I'm reading a tutorial provided by someone at my university, and it claims that if you're debugging a VB.NET program, you can hover over a conditional (e.g. "Age > 13") and it will be evaluated. However, in VB 2010 Express, I am not seeing this functionality.

I have two custom action listers. One that handles Mouse.Click and one that handles Mouse.MouseDown. My question to you is, can I delay the mouse down event so that it does not intefere with the code of the Mouse.Click event? I have tried adding a timer and waiting x amount then setting a bool value to true, but the code executes to fast and it skips the other code.
