Asp.net - Which Encoding Or Encryption Algorithm Should I Use For Query String So That It Will Result In Shortest Posssible Length (minimum Characters)?

I am not sending any sensitive or security information in the query string. I am currently using Base64Encoding along with MD5 Hash. I want to shorten my url as far as possible.
I have set up a method in vb.net and in xcode for encrypting a string using as far as i can tell the same parameters for an AES encryption.I've looked all over the place but cannot find information on whether they use the same encryption algorithm and settings.
this is the vb.net code:

What I need to do is find a string that can be any value, and is placed between ">" and "</" with a minimun length of 5 and a maximum length of 7 and contains exactly 2 dots.
So if I have a text file like this:
<a href="www.site.com">a site</a> text<br /> More test<br />
[Code]....
I want it to find only the 5.0.77. And no, the number isn't always between h2 tags, and the number isn't even always the same. The only thing that is static about it is that is is between ">" and "</" and that it is between 5 and 7 characters and contains 2 dots.

I am working on a program that will take in a string of length 7 containing either R,G or B for the colours. The program will then check that the string if 7 in length and if it contains any other characters than R, G or B then it will be invalid. I created this code but when I enter the right string length and characters it always gives me the error for not having the right string length.

I'm using this code to return some string from a tcpclient but when the string comes back it has a leading " character in it. I'm trying to remove it but the Len() function is reading the number of bytes instead of the string itself. How can I alter this to give me the length of the string as I would normally use it and not of the array underlying the string itself?

Len() reports the number of bytes not the number of characters in the string.
MVC 3. Vb.net. Part of my app generates PDF files using Itextsharp. Some strings are too long to go onto the background image correctly. So I basically need to split this string when its over 26 characters long and when it splits it cant split in the middle of a word. from there I will use newline to add the string to the right to the next line... I did start bulding the function that I will pass the string into test for length and then pass back the string after it finishes.

I have a notify icon and I use the 'Text' property instead of 'BallonTipText' because I just like it better and it fits well with my application. How can I determine the length of a string, remove all characters after the 61st character, then add three periods at the end of the new string? example. i have 2 textboxes and if there empty it says "Incorrect Information", but how do i make it that like when a person enters something into the textbox1 it can be 3 values minimum.. like it could be eather 2 letters 1 number or what ever just more than 3 values (no special characters), and on the password.. 6 values minimum (no special characters).
I noticed that in order for the e-mail address to validate, I need to put in at least 3 characters before the @ symbol. Is this a requirement? What if I just want to have an e-mail address with 1 or 2 characters before the @ symbol?
