C# - Why Aren't Code Regions Allowed Within Method Bodies In .NET

I'm refactoring VB.NET code where methods routinely run five hundred lines and the references are so tightly coupled that the code defies simple refactoring such as method extraction. And that's why I thought I would try regions within a method body. I just wanted to organize the code for the short term. But the IDE didn't let me (resulted in a compiler error.) I'm just curious as to why? Seems like code regions shouldn't impact the compiler, intellisense etc. Am I missing something? (Still using VS 2005 btw.)
Interesting: This seems to be language specific. It's OK in C# (I didn't check that initially) but not in VB.NET.

I have a problem when trying to send a POST request. The sending method looks like this:
Public Sub SendXML(ByVal file As String)
Dim reader As New StreamReader(file)
Dim data As String = reader.ReadToEnd()

Now looking at this I suspected that it was due to the fact that the server does not accept POST messages. But some other reading suggests that the the URI [URL] has been generated with a proxy and should be /Request so the line should read POST /Request HTTP/1.1
So what would be the common reason for this? And if it is a proxy problem, how is it sorted?

I am using an external DLL (pdfsharp) to open (then manipulate) lots of PDF files. I use: Dim inputDocument = Pdf.IO.PdfReader.Open(PDFPath, IO.PdfDocumentOpenMode.ReadOnly) Problem is - it seems to hang on certain, rare files. I don't seem to get any timeout - it just hangs for hours on this line. We read thousands of files with this code, always on tiny files, so I was thinking that a quick workaround might be to somehow timeout if the this method takes more than a second or two. But I don't see a simple way to do this. I am hoping to avoid spinning up a worker thread.

I am trying to post data to a form on my website. This works perfect.To expand off for personal use and education, I decided to try and add proxy support. I got a list of some proxies, and did it up. The proxies work, and all is good. But, when I try this with this specific example, I receive 1 of 2 errors depending on the proxy used.(405) Method Not Allowed or (500) Internal Server Error.I realize that both of these are being caused from the proxy side of things, but maybe theres an issue with my code?

I'm developing a Windows Service, but for some reason, the changes I'm making to my code file aren't taking effect. I clean, build, and rebuild the solution as well as all the files that I'm changing, but nothing's happening.Is this a problem with the installation of the service, or something wrong with my IDE? I recently wrote a section of code wherein upon finishing, I received a warning from the compiler telling me that one of my variables is being used before it is assigned a value. In practice, the method call on this object will never be made without the object being instantiated beforehand. Here is the snippet of code

I assume I'm receiving this warning because the first line in the Try section may be the line to throw the error, and the Object will never be instantiated. FileName though, is a variable being passed to this method which has already been checked for errors, so it is guaranteed to be correct. The error I'm expecting to perhaps be thrown comes during the deserialization.
So my question: When warnings are given on objects that the compiler thinks may not have been instantiated, does this overrule the user knowing that a problem will never arise on that line? Is it sometimes necessary to add code simply to appease the compiler?

FaxDocument.Bodies is an object. I understand it should look something like Fax1.txt;Fax2.txt;Fax3.txt So is that not a string of Filepaths seperated by ';'. When I tried ... FaxDocument.Bodies = strBodies it gave me this ... Com Exception The operation identifier is not valid. (Exception from HRESULT: 0x800710DD)
I have also forced the strBodies to be type object and that doesn't work also

When you set a region equal to another, or set it equal to a new instance, do you have to call dispose on the region, or does VB do that? (I guess this isn't necessarily specific to regions)
ex:
'at some point in the code a region is created
Dim Rgn as New Region(SomeRect)
'....

If Rgn now points to the Rgns(0) clone, what happens to the original memory created by "New Region(SomeRect)"? Do I need to call dispose on Rgn before assigning it to the the Rgns(0) clone?

I know i can collapse all regions with Ctrl+M, Ctrl+O - but that also collapses all of the subs/functions/properties etc within the #Region.if it collapsed all of the sub regions too - just not the subs etc.Is there a way to collapse all top level regions only? Maybe an extension?

I've been having several problems lately with clients that are using a different Windows Region setting than I am. The error is as follows:
The type initializer for 'InventoryDataTable' threw an exception. ---> System.TypeInitializationException: The type initializer for 'InventoryDataTable' threw an exception. ---> System.FormatException: String was not recognized as a valid DateTime.
The error occurs when users load the application and their region settings do not match my own. The application loads up a dataset and attempts to receive a small amount of data before allowing the user to log in. When this is removed, the problem occurs immediately after the user logs in to the app. I cannot seem to find the proper settings to force the user to use either my Region, or to allow the application to figure it out on it's own...

In Visual Studio C# (2008) ctl-M-L expand all the regions. There's also a setting in Text Editor->C# ->Advanced to not collapse during file open. I see no equivalents in VB.NET.Is there a way to expand all the regions, not just the one which has focus in VB.NET.

How many times have we seen this type of selector:
I was just about to start creating this in a WinForms app, when I thought that others may have some ideas for doing this better. We need it to sort - so the right hand list will need up/down buttons. But this seems so old school. I love devexpress components, and was thinking of asking them if they would consider adding a component that handles this functionality with a slick UI.
I am thinking that a graphical representation of the objects, and a graphical representation of the listboxes - that would be a more intuitive way to move items around. Has anyone seen an open source project like this?

Given that a typical coding mantra is "Don't induce side effects in method calls." and that the only reason (that I know off - please enlighten me if I'm wrong) to not use short circuited operators is when you depend on the side effects of a method call in subsequent code. Why isn't the default operator in languages like C# and VB.NET not a short circuited version?

I found some code on the internet as below (slightly modified).It simply requests the content of a webpage.However I get two warnings:
Warning 1 Variable 'srRead' is used before it has been assigned a value. A null reference exception could result at runtime.
