Construct CommandByte To Send To Another Device Using Bit Wise Operations

I have a need to construct a command Byte to send to another device using bit wise operations.There seem to be plenty of article on how to do this for indiviual bits using an OR'd constant but how do I do this for values that span multiple bits? eg "Bits 4-1" set the repeat count".so how to I inject a repeat count value of say 7 into my command byte?

I want to send a simple command, such as "v20" followed by a carriage control character, to a heating/cooling block connected to a desktop computer running Windows XP. I am able to get the commands to work within a terminal emulator. I want to compile a simple program that will be executed by software used to control a liquid handling robot.I've looked at the how to send strings to serial ports in visual basic page and modified that code ever so slightly to send the data that I want. However, it does not work and my heating/cooling block is not changing temperatures.
Here's what I have written:

File.txt contains both chinese and english characters.. English characters are 1 byte and Chinese characters are 2 bytes.

Working with System.Cryptography, I'm noticing that data arrays up to a certain size will either conform to the size of the Initialization Vector (IV) or the size of the Key provided. So with a 48-byte Key and a 32-byte IV, up to around 42 bytes of data will encrypt to 32 bytes and 44+ will encrypt to 48 bytes of data. I've tested this with a variety of data arrays, and it seems to always come out the same... but I have a concern that higher byte values in the original array may result in longer encrypted arrays.
how or whether I can construct byte arrays that will be guaranteed to come out of Encryption at a pre-determined size?

I just converted the following code from c# to vb.net. It is functional and works correctly with my company's firmware/devices. My next challenge. Previous serialport code used much more readable structs which where then converted (after building a packet) into byte() automatically as part of the serialport encoding. (this is my understanding)How could I
1. morph byte arrays 'ToSocket' and 'ToMTP' below into structs and
2. convert into byte array for Socket.BeginSend(byte(),.....) to stream out to remote devices?

First let me say that I am not sure whether or not this should go in this section or the API section, and if it needs to be moved I apologize. My issue is fairly straight forward, but for some reason I cannot get it to work.

I am trying to send a command to the external command line (cmd.exe) from the Windows form application that I'm writing in VB.NET (using VS2008).
I can only access the external program thru the command line (its not my program) and I must do so from a form app.
I am trying to use the following code. I am able to call a cmd.exe window, but I can't pass the command line my command.

In VB6, I use CHR$(&H00) to create a Null Character. In VB.Net VS2008 CHR(&H00) creats a Null. I'm trying to send a Hex(00) to a serial device, but the VB.Net function only sends a null, not a null character. How can I accomplish this with VB.Net?

I use visual basic. net, I would like to communicate with a device via COM1. Sending a command in the HEX format for example 02 00 05 15 ... and take the device to respond in HEX format. these commands I found on the Internet.

I want to do what I have done in the past, using the old VB6. Subclassing has changed a lot since VB6 and I still want to do the same:
I need to intercept WM_PAINT of DataGridView, send it to a memory device context (to avoid flickering), make some visual changes, like place a logo over all over the grid. With VB6, was easy to do. I have spend hours trying to convert VB6/API code to Visual Basic Express 2010 code, without success.

I am trying to communicate with an external device and i am trying to send a byte array to the external device via sockets but i am always getting a response the message size is too small so i am not sure what i have done wrong. Between the data type there should be no alignment present and all numbers are represented in little endian format. The char array is not null terminated as mentioned in the protocol specifications.I have to send data based on a struct that embeds 2 other struct. I am new to programming and VB.. so go easy my buffer is about full :) I am trying to talk to a box with serial port and only need to send the command in hex. here is the protocol for the device and my code below it to turn on the box. I am not calculating/sending the correct checksum because if I sniff the string being sent to the box from another piece of software that comes with it I get 04 1C 01 DF (spaces put in for clarity) and it works. my code produces 04 1C 01 21..
