Error With Text Files When Update Within The Program

I use text files to hold the program data, which is loaded in to variables when the program starts. I use StreamWriter to write to the text files when they update within the program. This is fine although the writer adds a extra line when I do not want this, which causes the program to error on the next use.

Im designing a program that will read from various text files (preferably RTF files) and then put them into the RTF box in the program when a button is clicked.
Here is the portion of my code that i am referring to.

Now heres the problem. In the file i have a few pictures and its formatted and what not. I thought since its a RTF file and the Box is RTF it would auto format.... but anyways. It appears like this in the RTF Box.

i have a project that requires me to make a unit converter. the units should be defined within the program. i have reached a point where i save the defined units in a text file for a simple example converting meters to kilometers where it gets divided by 1000 i made the program to save the a string in a text file to represent that as:
meter,kilometer,0.001
which means it gets multiplied by 0.001 anyway the problem that i'm facing that when i want so save another units in the same file the previous units gets deleted. how to make the program update the text file that it adds the new defined units in the same file but before that it looks in the test file if the unit is already exists and if it does it will replace it with the new value
is it possible to read a string just before the second comer? foe example if the string in a file is: meter,kilometer,0.001 it will read it as: meter,kilometer and is it possible just to read the last value? 0.001

I have a program where a lot of the required information for it is stored in text files. I simply read this information into large arrays. However, I don't think it's necessary to load all the information each time. Rather, it would be more efficient if I could simply search through a list of items to find the one I need and then use the data from it, or to find a similar name and use it elsewhere.
Would I be right in using a database? And is database programming done in SQL? I have a book on it telling me to use the SQL Server (IIRC), so I shouldn't be doing it in the VB.NET Express GUI?
Here's an example of what I would do:
Hex = 03 00 => dex number 003
Search in file Pokemon Dex Numbers
003 returns Bulbasaur
Check Bulbasaur base stats in the base stats file
etc
So basically I'm reusing a lot of information. I think a database would be best and it would all be internal right? I'm getting complaints about access denied to a text file (since it's stored in the program directory in the program files).
So to cap up the few questions I have:
-Databases are done in SQL and not inside the GUI?
-Databases would load internally?
-I could search a database without having to load it into like an array or something?

I've created a private sub called addIRCRoom Which makes the Tab and the TextBox, but i can't figure out how to update the text in the TextBox.I've made this function to handle it:

I finished my application whith vb2010, this application uses a Access database. I have a problem because when I install my application he put database in de same path "program files" and this path is only read And my application crahed. I am making a Visual Basic program that launches Halo CE, and two other programs at the same time. The two other applications load fine but when it tries to launch Halo CE an error windows comes up saying that there is missing files which there is not. I use
"Process.Start("C:Program Files/Microsoft Games/Halo Custom Edition/haloce.exe")".
I have tried to copy and paste numerous files into the "Debug" folder from the Halo CE folder but there is one file that is demanded but is simply not on my computer. I would also not want to put programs files in the debug folder because I wish to publish this to "Halo Maps."

Is there a way to maintain application modified Settings in the settings files after a program update? i.e. I have 10 or so values in the settings file and the users can modify them... when I send a program update they revert back to what I initially programmed them to be.

I have been tasked with making a program that combines text files.. okay.. easy enough. Problem is now I have been asked to make the same program start from the second line of the text files to get rid of headers. I am currently using StreamReader to do this but not sure how to make the reader "line feed" before it reads the data. Any help would be much appriciated. Current code below..

A query concerning opening and saving a file.i have two commands, one the opens and another that saves [the same file].i'm using the StreamReader and StreamWriter methods.issue is this:if i comment out the open code, the save works fine.if i comment out the save code, the open works fine.if i let both run together, i get an error, usually with the save saying that the file could not be accessed. note, before anyone asks, i do close the file after saving or opening what could be the problem? open works fine, because it usually happens prior to the save, and then save process cannot access the file..?

i have started programming a diary sort of program. i have a home form which takes you to other features. im not sure if there is an easier way to do this but the view is week by week with a new week on a new form. and on each form i have a separate text box for each day. using the code:

This work fine and create default text files into Program Files Folder for winodw 7/vista .but can not modify these files or create any new files.There are few text files need to create ,modify during application running ,but in windows 7/vista unable to create,modify files.I am using full default admin right for these OS. If iuse C: root path then application work fine or for win XP no problem.I think UAC restricting to perform these opeartion. I found one solution that , if change user rights manually then this problem solved.Follow these step to change your account settings.Control Panel-->User Accounts and Family Safety-->User Accounts-->Change User Account Control settings-->Never notify(Set tab to never notify).After this change need to restart system.Now can make all changes like windows XP into Windows 7.can also make changes into program files.
Its working fine, but need to make these changes manually in OS.but its not efficent solution. So if any one knows how can make these changes by coding that will nice.

Software should also be able to allow the users to enter simple messages that either displays the encrypted or decrypted message. The encryption method should use a simple substitution method.
