Watch Folder For Files Being Read

I am trying to watch files in a directory to determine when files are opened/accessed. I thought FileSystemWatcher would do the trick using the event Changed.
Problem is that some applications do not create a lock on the file they open/access or change either the date modified or date accessed (even after fsutil behavior set disablelastaccess 0). Notepad for example. Apparently is makes a copy of the file in memory and plays with it there until you save it. Nor does it update the Date Accessed.
How can I monitor a directory of files and be notified when a file is simply opened/accessed by any program (e.g. Notepad)? Files may be opened from another computer, not necessarily on the computer running the "watcher".

I am working with Vb.Net 2005, at run time I receive the error; UnauthorizedAccessException was unhandled Access to the path 'F:New FolderTest' is denied and this path does exists..

I'm having a problem trying to work out how to watch a folder for changes. This is how far I've got:

The problem is when a change occurs in the folder the program exits with no error code. I've read a few related posts and I know it has something to do with thread safety. However I've no idea how to make this program "thread safe".

Recently i have to develop a program for my company which require: -
1. A parameter for me to put in a path of a list of XML files.
2. Read those XML files 1 by 1 and convert it to another XML files based on a XSL file uploaded.
3. Output the transformed XML files to another folder.
I was thinking using VB.NET for development.
To all forumer out there, is it difficult to develop and how and where i should start?

All i am trying to do is read and write files to a shared folder on a network in visual basic (VS 2010). I can go to the folder through windows without a problem and without being prompted for a password. However when i try to do it through visual basic, it cant find the directory. Here is my small snippet of code that i (hope) is telling me that the program cannot connect to the folder. [code] Are there any known issues with VS 2010 that may cause this? Maybe something else in my code that could have an effect? This is in my form_load event though, so it is literally one of the first things that runs.

Im trying to write a loop that will read through a number of *.csv files in a folder and then stuff the data into SQL. The code works and will happily put the data i want for a named file into SQL no problems. So when i had that working i then tried to loop it so that it would do the same for all files in the folder until all files had been done, and not error out if there where no files etc.
Maybe im tired (well, i am) or not had enough coffee but i just cant get this to work, it should be simple - i know it is infact, but its making ME feel simple.i think i should have an integer count in there, but similar examples ive seen dont use one. Also when trying to open the path i get an error at runtime "the path is not of a legal form"

I wrote an application that copies files from Folder(A) into Folder (B) First it checks if the files exists if yes it will copy them and it will over write the them in fodler (B) and is working great , but if I have a file in Folder(B)that is located in a subfolder the file inFolder (A) will not be copied to the new location.

So I've been using some code to generate directories and such in a custom treeview, but am looking to expand upon this idea. While it's not using recursive functions, and only calls functions when expanding levels, I'm not quite sure how to put some of these together.find a way to just search through all folders on the PC. If the folder contains audio files, that folder is than added to an array (searching a folder for audio files and adding that folder to an array is done). I am trying to import a bunch of excel 2003 files all with A:H columns and they are under the same headings etc. into a table in access 2003 database. This is a module in access im making. Im using a file search to look for every file that begins with Format (which they all do ) to get at all the files in the folder path. is there a more efficient way to do this? somehow select all files in a folder? and import each to the same table in access? The DoCmd.TransferSpreadsheet seeems to take each file path individually so I'm not sure how to get each file name in the folder to import it.

Ok I know this question has been asked to death but I still have not seen a good answer. I have created an application in VS2010 using VB.NET. In my application I have an error log that is an XML file located in the Public gstLocalErrorLogLocation As String = Application.StartupPath & "ErrorLog"that gets written to in the event of an error so I can trouble shoot application easier. My application also downloads files from our FTP site and puts the files in Public gstLocalDownloadLocation As String = Application.StartupPath & "download"So I have files that get read and written to as well and created and deleted all in the Application.StartupPath which is either "c:Program Files(Application Directory)(Some Directory)(Some File)" or "c:Program Files (x86)(Application Directory)(Some Directory)(Some File)" depending on 32bit or 64bit Windows 7.
After creating the setup I install it on my test machine that have both Windows 7 32bit and 64bit.Everything in the application works great till I have to write to, delete or creat a file in those directories above. I know it is an access issue and the UAC. This will get installed on numerous systems so the options I have seen to change file or folder permission on the computers manually is not an option.What has to happen is after I install the application it just works like when you install it on XP. Some post have suggested that you us a user with administrator privilages or group which is all fine and dandy but the user I have used to test the application has all of that.
So what I am asking is how do you create an application with VS2010 in VB.NET that after creating a setup package and installing on Windows 7 will just work with out "Access to the path c:Program Files(Application Directory)(Some Directory)(Some File) is denied." If I have to install this on 100 Windows 7 computers it has to be a concreate no manually doing anything just install and work like when we installed on XP.
