C# - UTF8 Encoding Not Right In XML (error "Invalid At The Top Level Of The Document")

I have a procedure that should produce a valid UTF8 string or file. But I must do something wrong as IE show the following error when I try to open the file in it:"Invalid at the top level of the document. Error processing resource 'file:///C:/TEMP/test.xml'. Line 1, Position 1"Below you'll find the code example.NB: The code example is in VB but I can also handle C#; that's why I've added the C# tag also.

I had an interesting bug today when sending plain text emails from our system. We format messages like this: -1st something happened blab bla. -2nd something else happened blab blab blaa bla. Today we had an email that looked like this: -1st something happened blab bla. -2nd something else happened blab blab blaa bla $1000.00 -3rd Something happened. So above, we see that we lost the CrLf but only on the message that didn't have a period and ended in 0. I went through the code and found the CrLf is intack up until we send the email. I tracked the code down below, I am guessing it applies to C# as well:

I am attempting to send my XML file through an API. I have done this no problem by using the below code, however when I try and send the FILE over it will not work, I am now getting in the browser:
Data at the root level is invalid. Line 1, position 39.
Without trying to send FILE it works:

I am creating xml files that contain chinese posts and it seemed to be working but I started getting an error:This page contains the following errors:error on line 4165 at column 25: Input is not proper UTF-8, indicate encoding !Bytes: 0x0B 0xC3 0xA5 0xC2
Below is a rendering of the page up to the first error.When trying to open some of the resulting files.The line it references contains chinese characters and the error occurs only for some posts and my guess is that the text has some encoding issues.

I make sure the xmltextwriter is properly declared and set the encoding and from what I understand is that vb.net encodes everything in utf-16. My code works well with streams I get from another source that sometime contains chinese characters and it never invalidates the xml. I tried cleaning the text using the following functions and the xml is now valid but when viewing the xml in the browser the characters are not chinese but junk.

EDIT: I messed around with converting from one type to another, first ASCII to UTF8, then Unicode to UTF-8. did not work. The only time the xml is valid is when characters display as such:

I am trying to figure out a way to implement password protection on documents that a program I am working on creates. They should remain with the document regardless of where it is copied to or sent.Here is a rough sequence of events:
1. Application Opens (no document loaded).
2. User opens document with extension registered to application.(could also be # 1 if they clicked on the document directly)
3. Application Security checks document for security and prompts if necessary.
4. If prompted, user enters password.
5. Application checks password.
6. If passed, document opens, otherwise user is notified of failure.

I am running my application and at random times when it is unable to connect to the database I get an error saying "A Transport-level error has occurred when receiving results from the server. (provider, TCP Provider, error: 0- The specified network name is no longer available.) How can I stop this pop up from coming up? It comes up every once in a while and I want to disable that.

A VB5 program I wrote years ago stopped working and is now giving me this error:
Run-time error '380':Invalid property value
I cannot figure out what has changed, since I run that program almost daily. It was working fine, then stopped (without any changes to the program). I suspect I may have uninstalled something it uses, but cannot figure out what.When I open the VB5 IDE, I get an error saying:

Recently i upgraded my .NET framework from 1.1 to 2.0 (visual studio 2003 to visual studio 2010) and after that I always faced some problem during development while debugging. Somebody facing this before? I can't see what is the data inside some object like following examples (right click and quick watch):

Today I decided to come up with a program that would be useful for me in VB.net (I have never coded in VB.net before). All is going fine up till this point but I have hit a snag with the error mentioned above. The problem is with the windowssevenexistsonsource boolean under the get get of profiles comment. Dont have any intellisense when creating a sample MVC3 app.Config files are fine, project compiles and works as it should when ran...Have MVC3 & MVC4 installed, same thing with each.Have VS2010 & VS11 installed (running fine side by side), same thing here... no intellisense.
