Eliminate The UAC Message "allow The Following Program To Make Changes"

I'm developing a vb.net program which shells to a program located at C:RippersSmartRipper 2.41SmartRipper.exe. However, I'm getting "Do you want to allow the following program from an unknown publisher to make changes to this computer?" This application when run from my laptop doesn't get the UAC message. However, running the same application on my desktop I get the message. Both are running Windows 7 Pro 64 bit. This app needs to run without intervention so I can't have it stopping without a way to programmatically keep it going.
My first project is a scraper program. I would like to see if anyone can send me code or a tutorial on how to do it. I would also like to learn how to make a message posting program for a social site.

I'm trying to create a COM User Defined Function automation add in for Excel 2003/2007/2010 and create a setup program that will install the add-in without the error message "Cannot find add-in 'mscoree.dll'. Delete from list?" occurring when the automation add-ins added to excel. This error occurs when running the setup program on PCs other than the development PC.
Using this example by Eric Carter combined with this Stack overflow answer. I have tried both methods of registering both the custom dll and mscoree.dll. Solutions for this problem are well described in both of those links however neither the registry edit of the setup program described in the stackoverflow link nor the code from the other link that should register mscoree.dll works for me when installing with a setup project on another PC (64 bit Windows 7 PC not used for building the program). (In fact the last comment on the Stack overflow link is a person with the exact same problem that I am describing here.) The add-in does work, I just want to prevent the error message.
I am really confused! My program doesn't work if I don't have Visual Studio here in my PC. To test it I have uninstalled Visual Studio. But my program doesn't work though Flash Player is present there (I have used Flash animation in the first form).
To be more sure about it I have installed Flash. But it's not working! That means the Flash animation file (.swf) is not making a problem! It needs support from Visual Studio to start. Doesn't it mean that some files are not attached with a setup file as a result it needs Visual Studio to run? Let me tell you how I create a setup file of my program.

I am trying to make a logout message box where it says "Are you sure you want to logout" and the options are yes or No. If user clicks Yes it should logout and its hould show login screen and if user clicks No. It should show the same form or the option remains un changed. below is my code. The problem is even if i click No. it logs out and takes me to login screen.

I have a visual basic application with a media player built in that requires two .dll files.I wish to have an error message appear when the media player tries to start withought the files instead of a weird crazy confusing one that starts bu defult. is there any code like "if WMV.dll = not in directory than msgbox.show "You are missing the required files" I wish to show this to make it easier to identify by my users.
Is there a way to make custom message boxes and input boxes that are the same way as regular messageboxes? So if I named my custom msgbox CustMsg I could put the code like this.

Is it possible to prevent any row in a grid from being highlighted? I'm familiar with the "SelectionMode" property. I manually add rows to a DGV and the 1st row is always highlighted. I'm trying to prevent this from happening.

I am trying making a form to apear in the corner when a timer goes off. I have a loading function that loads all the times into arrays and sends it to a thread that runs a loop till todays date = date time. The problem I am having is I cant get the popup form to initialize properly. It either doesn't load the labels or background and the window is instantly unresponsive or it just blinks onto the screen and off before it does anything.

I was about to make an error message when there is no record both pat_brgyno and pat_famno in the database. I don't know how to make it. What my logic says is something like this:

I was wondering if it was possible to make custom message box options. What I mean is, I'm going to have a button that pops up a message box. The message box will say, for example, "What is 10 x 10?" and I want there to be three options, instead of a Yes/No type of thing: "1000", "100", and "20". Is there a way of doing that? Or would I have to create my own message box using some software?
In ASP.Net Web Forms there are cases that I've come across that create order dependent code. As an obvious code smell I'm looking for solutions to solve this problem.

LoadControl has two signatures, the one used above accepts a string for the control classes physical location and correctly creates the child controls. Whereas the second signature accepts the control class as a class type, and any parameters for the constructor, however the child controls are not created as detailed in TRULY Understanding Dynamic Controls.
So how can I eliminate this order dependency in the cleanest way? My first thought is that if I dynamically created the child controls in ControlX, but then that can be cumbersome for larger controls.
So basically I'm making a BINGO game on vb 2008 and i have a "call number" button. The letter and numbers get added to a list box each time. But i do not want the same number to be called.
