Way To Find Exact Location (Drive / Folder) Of A Specific File

What is the best and fastest way to find the exact location(Drive/Folder) of a specific file, without scanning the whole drive. Right now, I am using those two instructions to locate EXCEL.EXE so I can properly call it with a shell command.[code]It is quite a long process, and I have to deal with some access denied folder like System Volume Information. I am quite new to VB programming.
I have the following code used to enter the name of a text file and then display it in a richtextbox. This is working but I would like it so that I could take out the initial part of the filename detailing the location of the filename to simply set it to the project folder, is there any way of doing this using the App.path function?

I'm trying to do the following I'm not sure if it's possible using VB.NET. I want to specify default saving point for all files type for example: In my program you choose the path "C:UsersMarkusPictures" for pictures and everytime you download pictures files from website, or using skype or any other program when Save File Dialog opens up (external one not via my program or connected to vb.net just the windows default one) then it will show "C:UsersMarkusPictures" always for .jpg .gif type of files etc...
I finished every piece of code in my program save for one tid bit, how to pull two numbers from a text file. I know how to pull lines, I know how to pull search strings, but I cant figure out this one to save my life.[code]The two numbers that I need out of this are the two ones that I put in the **'s (the asterisks are not normally there). These numbers will be different every time this sheet is generated, and the number placement might be different as well as some of the numbers could have 4 digits, 5 digits, or 6 digits.
I have a program that works I would just like it to be able to find the file with out me specifying the actual path. Because if it is on someone's computer other than mine the path might not be correct and it will not function properly. Here is the code I have done. I have used the following code too save a notepad file; [Code] The code saves files but only in the 'Application.StartupPath' folder, the save dialogue starts in the correct place a quizzes folder inside the debug folder but files can't be saved here or in folders inside it, even though you can browse them in the dialogue. Anyway, I managed to load and save the config profiles but I'm stuck on applying those settings to the game's .ini files. The main problem is finding the right string. Thief: Deadly Shadows .ini file has settings for xbox & PC. I only want to change the PC settings in DEFAULT.INI:
