Creating An Array From A CSV Text File And Selecting Certain Parts Of The Array?

I have a Comma Separated value file in .txt format... simply put, its a bunch of data delimited by commas and text qualifier is separated with ""For example:
"So and so","1234","Blah Blah", "Foo","Bar","","","",""
"foofoo","barbar","etc.."
Where ever there is a carriage return it signifies a new row and every comma separates a new column from another.My next step is to go into VB.net and create an array using these values and having the commas serve as the delimeter and somehow making the array into a table where the text files' format matches the array After that array has been created, I need to select only certain parts of that array and store the value into a variable for later use.... how to make the array and selecting the certain info out of it..

thats just what i have so far but im really having trouble getting the other part into a 2d array. i want the second half to look like this when done: the oppsite of what it looks like in the file.
I have a large matrix, aprox 600x300 and want to divide it up into 6 sections across and 4 vertically and then sum the corresponding areas of the large matrix based on this division. To clarify all the numbers in the top 100 x 150 area of the matrix would be summed to give me the first number in the next matrix. I've tried playing with some code but its not giving me what I expect and I'm unable to figure out exactly why. I'm sure there is a more efficient way to do this but I'm unable to find it.

I'm close to getting this to work, but currently can't get any output to display in the listbox. I had it working, but needed to move some things around to get the join function to work.In my program, a user enters input into a textbox and an array is displayed in a listbox based on what they type in. For example, if they type in "a", all foods (in the textfile that is connected to the program) that start with "a" will be displayed.

So I am trying to learn vb.net and am a beginner. I find alot of online tutorials, but have yet to find one where I can follow what I'm attemping to do, just bits and pieces. I want to keep the code basic until I learn more, and in this case use two - one dimenstion arrays. I built a program to write Employee Names and Wages to a txt file.ie.

I want to bring back that data and place the name and the and wage each into an array so I can calculate different criteria when I hit a search button. I will not know how many names and wages will be written to txt file. Everything else I've found is over myhead so far.Here is my code so far if anyone can let me know where I'm going wrong. I have one error that tells me "property chars is read only". So, what I want to do, is read each line of the text file into a separate item into an array, and each item in that array is a record of another array(of terms) and a single(constant).
I've already got SOME code, but I'm pretty sure it's not going to work, and I don't know much about reading from text files and string manipulation in the first place.

In my test example here I realise that the reason I have 4 lines written is because I have 4 elements to the array, but why am I getting this gobbledegook instead of records with a name and age?
I know I have added the data correctly to the structure because I can redisplay it elsewhere on my form. I just don't get how to save data in a structure to a text file.

I have a csv text file, shown below that I want to edit based on user inputs. When the user wants to change the current price of a stock, they enter the stock name, and the new price. When the button is clicked, VB needs to find the appropriate stock, and then change the current price.The data needs to be pulled from the text file into a temporary file, changed, then the temp file needs to be renamed to the original file name and the original file deleted.This is the only part of the program I can not figure out. Doing arrays with a set size is what i understand but i cannot figure out how to write a loop to find the size of the text file to be put into an array.
