VS 2005 - Create A "post Office" Program That Will Send Html Emails Thru The System.net.mail Framework

I am a one man dev shop and need some outside opinions on how to approach this project.
I need to create a "post office" program that will send html emails thru the system.net.mail framework.
For each job submitted to the postoffice the app would need to read a user created html email string from the database, read a string of email addresses to send to and send out the emails based on a set processing time.
The first step would be to parse out the email addresses to find out how many emails it needs to send out and determine how many it would need to send per minute to complete the job in 20 minutes tops. I.e. if 1000 email addresses are submitted per job it would determine that it needs to send 50 emails per minute to complete the job.
The part I am stuck on is how I should queue the emails. If the app determines it needs to send 50 a minute should I only load up the first 50 on a timer event then get the next 50 queued up for the next timer tick? Or would it be better to load up all 1000 in a loop and build in some kind of wait time after it sends the first 50?

i am developing with vb2005, using system.net.mail to send mail using google configuration. a full sample of my code was posted here earlier

i get the operation has timed out. if i change the port to 587, it says that the server does not support secure connection
[EDIT]could firewall be blocking it?
is there anyway to specify sending application name?

I have written an application which uses the Outlook object library to send an e-mail with information from a textbox. I programmed this on Windows 7 and Office 2010, which was a mistake as most of the clients will be using Windows XP and Office 2007. I am getting an error when running the application on Windows XP/2007:
Could not load file or assembly 'Microsoft.Office.Interop.Outlook, Version=14.0.0.0 .... etc
I understand that this is because I have not loaded the Outlook 12.0 assemblies, however I am having trouble adding the assemblies on my Win7/2010 programming machine. I have downloaded the standalone Office 2007 PIAs however the Outlook 12.0 doesnt appear on the list, and when I try and add just the Office 12.0 I get an error.
is there a way to standardise and make the application work with both 2007 and 2010 outlook machines? I think it is possible, I have read some articles making the application choose the correct version, however cannot figure out how to.

I get the following error:Application-defined or object-defined error.From what I can understand, it's when I attempt to attach a file to the email, I get that error. What I noticed is that it's because the file is in use.Is there anyway to attach the file anyway? My users are simply not closing their files after saving, right now I'm using computer manager to kick them out. The process is for them to save a file on a server through a share and then I pick that up and send it. Works fine as long as they close the file after save.

I've written a testing program where my students write a test and the results are compiled in a text file. The text file is then emailed to me using SMTPServer.send(MyMailMessage). The program works, except that it takes a number of seconds for the email to be sent. The user clicks the next button, which should bring him/her back to my login screen for the next student, but instead it hangs while sending the email. How do I get it to do the emailing in the background, allowing the person to continue using the program?

I have written a vb.net desktop application for pipe collectors and one of the requests that seems popular is to be able to post pipe details (text) and an image of the pipe onto the user's facebook wall.
Basically the user will bring up their pipe details of choice and be able to click a 'Post To Wall" button which would then post the pipe details onto their wall.

I was not currently giving the option to the user to select an encoding, but I think that I actually should be.

When I send a mail from my external program through Outlook, then I get the security warning.
I've tried bypassing it with secman and redemption, but both these tools doesn't allow the app to be "Any CPU".
I need the app to be Any CPU because it must be x64 on client and x86 in design (since designer doesn't allow inherited forms on x64).
So how would you go around Outlook security?
Should I write some kind of TCP-listener-Outlook-Addin and then send a TCPIP from client with mail info?
