VS 2008 - Read Data Offset & Length

I have a string:
0E0100000000000000000003CB7352
I need to be able to look at Offset 14 and Length is 1B. I need to be able to look at bit 0 - bit 5. I have NO idea how to read data like this so I wish I could be more specific but I can't. Can someone tell me how to read the specific bits and translate them? I have no idea how to google this. So if someone wants to point me to a search pattern. That would be awesome too.
Here is a chart that describes the bits:
bit 0 : Light LED (head) status, 0: OFF, 1: ON
bit 1 : IR-Radar power status. 0: OFF, 1: ON
bit 2 : IR-Radar detector status: 0: fine, 1: barrier detected.
bit 3-5: Charger staus
0x00 : nothing happen
0x01 : charging completed.
0x02 : in charging
0x04 : something wrong, error occur.
bit 6,7: undefined, do not use.

i am writing a program "serial over TCP/ip " every thing is fine but my problem is that when a data received from a client i get "System. ArgumentException:Offset and length were out of bounds for the array or count is greater than the number of elements from index to the end of the source collection." what i realy want is to write 9 bytes from the clint received data to the serial port then read 19 bytes from the serial port to send to the client even if this error ocures the program still works fine and the interface between the serial port over the network also works fine, but i don't want this msg to view that the my code .[code]

I have program that can read the information on the file, its will read on offset 4 and will read next offset 300, so the program will read offset : 4 - 304 - 604 -> 904... and the program will add the binary to the listview, here my code to read it:

in an winForm app in VS2010 win 7 compiling to x86, I try to do what Alvas.Audio seems to work. See (c# ex: [URL] for reference.

The result give me data.length()=0. I do not have any exception, I can read format from it and whatever reader I use I got this problem.EDIT : After some tests, it seems like the uncompressed file I create in the first step (in PCM format, with .wav extension) can not be recognized by the Alvas.audio library for the second step. I must miss something around Audio file markups or something alike.
Here is the code that might be the source (basically this is step 1):

What exactly does this line do?
i = stream.Read(bytes, 0, bytes.Length)
Does it read the entire message string sent by the client? I have a line to write to the stream later in the code and that does not seem to be sending anything back to the client, although the code around is excuting.

I've a text file which has some data written. Records have Starting character as "#2" and Ending character as "#3" in ASCII respectively and the file includes series of records, but not written as Line by Line. The difficulty I'm having is, to how to transfer those data's into a database. The File comes a 7mb file and looping character by character then noting down the Record Starting Character and Record ending Character, and finally substring them is not feasible as it take more time and makes the computer slower. I would like to know is there any easy way to transfer them?

Im having problems with reading CVS file and getting data from it.
Im trying to make IP to country code which checks all from CVS file, its like this.

I am trying to read excel data (Excel 2007 SP1) with visual basic .net 2008 (VB 9.0 SP1). I'm trying to use an XmlTextReader to read simple XML data from a file I wrote using the XmlTextWriter class. I've very little experience with XML and reading/writing from it, so it's been a little struggle. The writing part went OK though, but I can't really figure out how to do the reading. All examples I found using google handled it all slightly differently, and none made it really clear what they were trying to read...I am storing the position, size and a filepath of MDI windows using this format:

It seems the most obvious thing, but I just can't work out how to get the length of bytes sent over a network using a TCPClient and TCPListener? This is my code so far:

I need to get the length of the networkstream to set the size of the array of bytes I'm going to read the data into. But the networkStream.length is unsupported and does not work and throws an Notsupportedexception.
The only other way I can think of is to send the size of the data before sending the data, but this seems the long way round.

Is there a way I can reproduce the result without declaring the array with a "fixed" length? I eventually want the code to read off a column of data with unknown length and store it in an array of equal or smaller length so it can be altered.

Oddly enough, I've worked around this issue, but it's still annoying me. I worked around it by sending too-long writes, with padded zeroes; the code works but sends a few hundred unnecessary bytes. Specifically, I need to send exactly 992-byte packets instead of 7 or 19-byte packets
