I am reading a csv file in VB.net and saving the line to a SQL database. At a later point in my code, the SQL line is retrieved in the application, and the Split function is used to get 'field' values. The Split is done taking comma as the separator. The application processes many other files (including excel), and the split function is used for all of them. The problem I am now facing is that one of the csv files I read, has a field value that starts with " followed by multiple values separated by a comma and ends with another ". The normal reading of the csv file results in each of those single field values is taken to be a separate value.
An example line is:
Elker,MissB,"Bus, Taxi, Train, Ferry, Parking, Toll",800253
Where there should only be separated to 4 columns, they get separated to 9 columns instead. What I want to do is replaced the commas after 'Bus' and until 'Toll' with a '?' instead. I have tried using Replace, including the overloaded one with starting position, but it ends up replacing ALL the commas in the line with '?'
Attempt 1:

It returns only the '?' and not the string with 1 comma replaced by '?'

It returns a string with all commas replaced with '?'
I also have a function that returns ALL tiles on the map and they're X, Y position. How could I find out which one is closest to the position I specify? I can't figure out how to go about it. how to implement it with this. Heres a MADE UP example if what I'm trying to do:

MyPosition.X = 400
MyPosition.Y = 400
Dim tList as New List(Of Tile) = MyMap.GetTiles
Now, I can already do the stuff above, but what I need to make is something like this:
tList.GetTileClosestToPosition(MyPosition)

I have an XML file and I am loading it in Xmldocument. This document has a node with some child nodes like this

I have lines like above in my text file. I have write all this value in another text file by adding the title. In my original file's line I must check whether the line contain any MIL value if not, I must write first T1 the below T1 I must write all the line which not contain MIL value until I reach a line which Contain MIL value. If the line contain 39MIL the I must write first T5 then followed by all the line which contain 39MIL until it reach the line which contain another MIL value. Let say 50MIL. the I must write T7 then followed by all the line which contain 50MIL. I sort my original file already. so the original file will start from the line which dont have MIL to 39MIL,50MIL,75MIL and 100MIL.

I'm creating my first software but I have a problem: I have two tables in my database and I managed to transfer data from table1 to table2. How can I just insert specific rows from table1 to table2. I don't want to copy all the data in table1 to table2; I just want to copy the selected rows.

I have a listbox which has a sourcebinding which is borrow and I only want the selected items single row to be transferred to my table returns but I don't know how to do it. Whenever I click the button, everything in table borrow will be copied to table returns.

I have a DataGridView control which is NOT bound any underlying data table. When the user selects a row (multi select is not enabled), I want them to be able to click an "insert" button to insert a row into the table below the selected row.I can insert a row at a specific location with the code below, and it will insert a new row at the location specified. The first has a column for the users Id, Name, and a column called Points.The second has a column for Id and one called Letters.What i want to do is, after the user enters the id number, and the user clicks checkboxA it should add a certain number, lets say 5, to the "points" cell for that id#(in the first database), and it should put the letter "a" in the "letters" column (of the second database) for that id number. Also, if a user deselects a checkbox it should remove the "a" from letters and subtract 5 from points.Also there will be different letters in the "letters" cell, so i cant just clear it, but i have to remove the specific letter.
