Create And Write To File - Error: Access To The Path

Im trying to write to a file I created and place "Unregistered" in it. Thought it would be a simple task but keep getting an error. Its happening when I try and open the file to write. This is the error: Access to the path 'G:\Projects\Project\pbss\bin\Debug\5\pbssv\Data.DB' is denied.
Ive tried adding the file attributes to read-write and still get the same. Most of the code ive looked at via a google search points to the same as ive got for the Added default value area. Im not sure if there is a conflict between the 2 different ways im accessing the file when creating and writing too? [Code]
I wrote an application which parses a website and downloads an mp4 file from website. User can select the path where he wants to download the video. When I try to download I get an exception for the file, Access Denied to Path. When I gave the permissions to folder that I chose, then works fine. How can I resolve that problem? End-User will select the folder. How do I change the permissions?
I am trying to read and display a file using MapPath as follows :

This procedure will work fine and display in the browser. However, if I save the file to C:Document123.pdf, how can I access this file using relative path in MapPath function. Is there an option to access the file which is saved out of IIS server? I am using vb.net 2003.
I am using .net 3.5 and vb.net 2008 I have a program that copies access databases (.mdb) over from one server to another to be used ofr a ArcGIS webservice. The databases are edited on one server then nightly copied over to the webserver so they can be consumed in an intranet page).
The program is just a windows form that runs copy command in the load procedure. The program itself is run form the scheduler as an admin user for the machine but no one is actually logged in when it runs at 1 at night. I then get this kind of error reported to me:

I can read the file when I run the program, but how do I write the file path so that someone else can download my program and file and read the file on their system?

I've searched everywhere to find out why the heck my program is doing this, but couldn't find anything like it...? I'm making a flash card program. Part of my program takes images corresponding to other data from a certain area, chosen by the user, and moves them to another folder, for later use. I want to store the path for the image next to the other data, storing the path as a string. When no image is chosen, the variable for the path is simply "no image".

Everything works perfectly fine untill the kill file command (i have tried file.delete, and My.Computer.FileSystem.DeleteFile to try to delete the file) but in all attempts i get a "Access to the path "(pathHere)" is denied.

I have a VB 6.0 code that creates file/directory on given path. If the path is local or a mapped drive then it's working fine but if I am having a network path like \netpathputfileshere" then it is not working. If I mapped "\netpathputfileshere" to some x: drive on local then it will work fine BUT I need not mapped this path. So is there any way to do this directly on network path. I have completed my VB project using vb 2008 express edition..I am not able to create a set up file for my project and I think it is because of the file path i have provided in my program

The above path is a fixed path which connects my program to the database. Now when I create a set up file and try to run on another machine it wont recognize this path . have placed the database in the same folder that of the program.
In vb.net, when writting an application, I want to access a batch file that has been added to the project. My question is how to I find the relative path of this file to access it? I have used relative path on the ASP.NET side, but not on the application side. The properties that I am finding regarding the current directory and running directory and the likes are all for the bin directory its in. While I can use the CurrentDirectory() property and go up two parents (....) in the development environment, when I install the application, the structure is not the same. As in the output is in a single folder, not tiered.

I am trying to create a function to convert a mapped drive path to a UNC path. I did some googling and found several different pages on the matter. I am most interested in the first one, but I cannot seem to get the code to cooperate. Since the original post was in C#, here is my VB.NET conversion:
