Limit The Number Of Decimal Values To 3 In Numbers?

I'm trying to limit the number of decimal values to 3 in numbers such as .3125 but I also have numbers such as .5 which I need to leave as is.
how can I determine if a number is 4 decimal places and cut off the last number.. I don't want to round up either.. .3125 should be .312 not .313 and .5 should stay at .5 and not .500.
how to limit number into 2 decimal places sample when i got number of 1000.7585545 is should be 1000.76 i have this code below but based on the given sample it will result to 1001.00

I'm trying to do this division and the result to be displayed on a eight decimal number.

The value or R1 on this case is 273.4 but it varies according with the result obtained so I can not allocate a constant number to r1. The problem is the result that I am getting is 4,55000000 instead of 4.5566666
i have one more issues, and hope is the last for now. How can I limit a textboxe's input to only numerical with certain range of values (eg -10 to 10) and with that happening while I type in the values?
How would I go about rounding up decimal numbers to the nearest 2 decimal places? For example $7.0000032 would be $7.01 In theory, VB would make it $7.00 but if it is > $7.00, I want it to reflect that to the nearest penny... so $3.0000001 would be $3.01
I am writing a basic math program where some textboxes are input and some are result data. I would like the result data to be limited to 2 decimal places.
I have an id called "AM01". I separated them by truncating the numbers out and increase it by 1 each time I want to add a new record. Therefore before I add the record, I would have to combine them back. I managed to truncate them and combine them back. However, the results turn out to be "AM2" instead of "AM02". As time goes on, I seem to be needing more and more events. Is there a limit to the number of events that can be firing off at the same time?
I understand that computers can't actually do several things simultaneously, but obviously while the code triggered by one event is still running, another one might fire.

im having trouble understanding this question for a homework assignment. I need to write the PSEUDOCODE for the following scenario, but i got no idea about how to convert a hexadecimal number to a decimal number..You are required to input a two digit hexadecimal number eg. 3f (digits can be entered separately) and calculate the equivalent decimal number. (note the decimal number will be between 0 and 255) . output the decimal number
So far I have code for a textbox that limits the value entered by a user to two value places. However, I would like to limit the value entered by a user to numerical values only. And to handle any exceptions that go along with it.
