Numeric Checker - Code To Validate Two Text Box Entries

I have the following bit of code to validate two text box entries, and it catches both text boxes individually just fine but my question is: Where would I put the code if the text box entries are both valid?

Dense student here with little sleep here during finals week...I have a text field being read on a button click event (along with lots of other information being read). This field needs to have a number entered.
I either:
1) Force a default value (i.e. - "2")
2) Verify there's something in the field AND that something is numeric...
I have two Numeric "spinner" boxes on my form called, nrcStartNumber and nrcEndNumber. The valid range for these boxes is 1-9999 (set for the controls at design). My question is what is the proper way to validate the two controls against each other such that the nrcEndNumber is always greater than nrcStartNumber? A similar question would be the same thing with two datetimepickers (formatted to time) such that the end time is always after the start time?
it should take either decimal values or integers and max length is 16if it takes decimal value as input then it should contain only 14 digits in decimal place and 2 digits in fraction part eg(1234567.12-valid) but (12345678.123 - invalid) and also(123456.12345- invalid)
The code below allows me to enter an integer in to the text boxes, but if I enter a decimal in any it throws an error. How do I validate decimal values in addition to integers?

I'm trying to validate input boxes for numeric value and range value. If I validate for either numeric value OR range value there is no error (for example, comment out one of the validation statements), but if both statements are present and I enter "a" I get an error "Conversion from string "a" to type 'Double' is not valid." Can anyone tell me what I'm doing wrong?
is there any function to validate if a string has only numerical characters? I can cross character for character and verify if it is a number. But I look for something simpler or if already a function like that exists.

I have a program where you have three entries, CD name, artist, price and it goes into a listbox and .txt file when closing. I have to have a message box if you enter the same CD name. I have a code to open the .txt file and compare strings but I need to change it to compare only the CD name and not all three entries. Is there a way to do my string compare against my listbox without opening the .txt file?? The program loads the listbox from the .txt file when opening. Been using C# and code snippets and fill 'em in and hit "Enter" and POOF there you go, all done.
So how the heck do I do this in VB? Example: "property" TAB TAB brings up the snippet. I fill it in just fine .. NOW WHAT? Hitting enter just give me a new line. ESC doesn't do anything. CTLR-K CTRLX doesn't either.
What's the secret? How do I get the snippet to accept my entries and unsnippetize itself into inserted code?
I want to set a certain column to true or false automatically based on what value another column has entered. I managed to get this working by myself using the 'SQL Pane' in VB and testing it by using execute sql but I don't know what to do now. I assumed that I could just save it and it would work from there but that's not the case, it dissapears from the SQL Pane if I close the project (even though it worked fine when I ran the project the first time), so where do I put it/what do I do with it in order to get this to work?

I made an application that writes to a text file in csv format, and on another tab, there is a listbox where the user can click the "View Report" button and it will display the information from the text file in a list box. Right now, I am really pleased with it because I was able to use "split" to get all of the separated values on there own individual lines.Now I am wondering, is there a way that I can display one entry at a time in the list box, and then maybe implement "previous entry" and "next entry" buttons so that the user doesn't have to scroll down through the entries to view them, they can just hit next entry and it will go to the next line in the csv text file and display the information from there? I have tried doing it a few different ways, here is what I have so far for the "View Current Report" button:

am trying trying to write some code for a ComboBox that does the following:
1. Allow the user to enter text into the combo box to type entries contained in the list source.
2. Enable autocomplete to assist the user in selecting entries in the list source, both from dropped down state and non dropped down state.
3. Restrict the user from typing an entry that doesn't exist in the list source.
My requirements are:
1. The ComboBox must run some code after a selection has been made or the user has finished typing an entry (not after the focus has been moved to another control)
2. The code must only run once after the user has made a selection from the combobox or has finished typing an entry
The problem: To achieve the above functionality, I had to run code on numerous event's. Sureley there is a better way, here are the events and the reason for the code:

Im trying to code a program, that will only accept numeric values in a text box, and if you try to enter non-numeric values you get a message box that says "Please Enter Numeric Values Only." Is this possible?
