Setup A Local DB To Sync With A Server Once Connected To The Internet?

How would i go about seting up a local database to store data so it can be used offline then to sync up with SQL server 2008 r2. i've got to the point of having a test project with a local DB that stores the data and a test SQL server but know idea how to set it up to sync with between databases.
Scenario: I want to develop an application.The application should be able to connect to my remote server and download data to the local disk , while downloading it should check for new files and only download the new ones simultaneously creating the required(new) folders.
Problem: I have no idea how to compare the files in the server with the ones in the local disk.How to download only the new files from the server to the local disk?
What am thinking?: I want to sync the files in the local machine with the ones in the server. I am planning to use rsync for syncing but i have no idea how to use it with ASP.NET.
I'm posting this in the vb.net as I will be using visual studio to perform the task. So here is what I am trying to achieve or at least achieve it more efficiently than what I am doing now.
So I have two identical database setups, both with a table , let call it table tblUsers. The local database is edited through vb.net and is a Access database. The second database is hosted on a remote server and is a MySQL databse.
Currently I have no problem connecting and editing either database through vb.net. I'm using OLE DB to connect and handle the Access database and ODBC 5.1 to connect and handle the MySQL database.
Here is what I would like to do:
User opens the program Presses the "update local" button
The program updates the local database to whatever the remote database is The user uses the program to edit fields in the local database
When done, the user presses the "Update remote" button and the remote database fields that have been edited with the program in the local database will be updated to the remote database.
Currently, the only way for me to do this is to go line by line in a for next and use a command builder to compare each field and update that way.
Basically I want to have a picturebox which shows an embedded resource if not connected to the internet, and an online image if connected to the internet.I assume this can be done on the form load event, I just don't know the code for it. Basically this is the logic though:
-If 'http:/[url].... is available (therefore connected to internet)
-Picturebox1.Image = http:[url].....
-Else[code].....
How can I code that properly? Would putting it in the form load event work?
WebBrowser1.Navigate("www.google.com"), it doesn't load. It opens the same webpage you get when you try to navigate to a page and you're not connected to the internet. Also, I opened a webpage that was saved on my computer, and that webpage had a link to a website on the internet, and when I clicked on it, it worked just fine! It's not my internet, what is it then? But my problem is how to get the default one, the one(ethernet adapter) through wich user is connected to internet?I need to change some settings of default(through wich user is connected to internet) adapter. settings i change through registry so i could sample add same settings for each network interface but that could cause problems and makes no point then?

I have set paths in my program to look for files in the "c:/Documents and Settings/User/ Local Settings/Application Data/".How do I add the "Documents and Settings/User/Local Settings/Application Data/" folder in the setup program? We are working on a media center plugin to show internet tv from a local provider. They are distributing their metadata as this link[URL]..It seems to be an xml list of rss feeds, because if I open the links in internet explorer, I get a nice html page.
My task in this project, is to write an aggregator that read the xml feeds, convert this into collections of metadata objects, that will be used to build the menu in media center. These will be simple List of... objects with categories, synopsis etc.

I am attempting to call a remote modem using a local modem connected via USB. Programming language is VB.NET and I am using the SerialPort control to talk to the modem.
Communication is as follows:
I send: ATZ0[CR]
Modem responds: ATZ0[CR][CR][LF]OK[CR][LF]
I then try to dial a number:
I send: ATDTnnnnnnnnnn[CR] where nnnnnnnnnn is a valid number
The modem responds with:ATDTnnnnnnnnnn[CR][CR][LF]ERROR[CR][LF]
All other commands seem to work without any issues
For info the modem is a MultiTech MT5634ZBA-USB-V92
If I use hyperterminal and type the same commands in it works as expected and dials the number, so it must be something I am doing in my code, possible some setup in the SerialPort control
My first post here in vb forums. I'm new to sockets programming since I migrated from Winsock and I learn a lot from Atheist. using his code, I can't access the messageReceived() every time a client sends a message on the server. but then I put a code to catch the message on sub doRead() and I can retrieve the message. My problem now is how can I determine if a client is still connected to the server or not so I can delete it on the ConnectedClient ?

Note: the server runs on Win7 x64 ultimate and the clients are laptops on win7 x86. I read a comment that the server should be having a static IP address, but when did it together with the clients, It still doesn't work. I am just using a switch for the network.
