VS 2010 Exception When Two Applications Accessing Same Txt File?

Im am trying to get two separate applications to communicate with one another via a txt file. The first application writes to a txt file every even second and the second application reads the text file every odd second. The problem is Im getting an exception saying The process cannot access the file FILE_PATH.txt' because it is being used by another process. Not sure if my code is correct or not? Or if there is a better way to do this?

I have written a program in VB 2010 that dumps documentation info into an Excel file. Basically, the Excel file is a log file that keeps track of revisions for design drawings at an engineering firm.
There are approximately 20 people that have access to this program. However, I've run into issues where multiple users may be using the program and trying to send info to the Excel file at the same time. The Excel file is set to read only. My program opens the file with write access, and dumps the info into the appropriate cells, then closes the file. If one person is in the process of using the program, it causes an error with another persons system if they try to use it at the same time.
In some cases, it causes my program to crash, and it leaves the Excel file open on someones system.
Typically, my program would only have the Excel file open for a couple seconds. So, the issues mentioned above are rare, but they do happen.
I'm looking for ideas to prevent this issue from occuring.
I have an app with 24 different Forms. They have some security options based on which the 5 different buttons Submit, Approve, 2nd Approve, 3rd Approve, Reject etc get enabled disabled.Now I designed a MainForm that has all the buttons and the security code for them. I have created eachform as a usercontrol and load them dynamically based on which form the user wants. My loading works perfectly fine. I load the control and Add it to the place holder in the Page load event of the main page.
Now when the user selects the Submit button I want to call the Save method inside the usercontrol of the Form as each form will have a separate Save. So when I try this code snippet I get the Null reference error. Do let me know how to resolve it.

Thats where I get the cast Null reference error. So is it that after post back the control no longer exist on the page.

I replaced the file source with the actual location of the file and got the same error. I also checked the permissions of the application to allow sharing and remove read only properties.

It is possible to catch an exception and throw a new exception which wraps the first exception as an inner exception: [URL] Also, if I call a function and it throws a certain error, but I catch it, will the calling code's catch handler execute? If so, and it is of a higher exception type, is this not wrapping the exception? eg I can throw exception ex of type IndexOutOfRange, log it but rethrow, catch a higher up exception and do something, or I can throw a new exception and wrap an inner exception like:
I have one small problem on my app, here's the deal, when I run my app that have a button for "load playlist" and when I click on file>options my app is looking for settings.xml (created before by the same app) on the same folder from where I loaded my playlist. Load playlist button is on my Form1 and Form4, and settings is on my Form6, and this happend every time I load anything, open anything, so my app remembers last opened folder. Is there any way that I can return my path to apps path? I need to mention that this applies only to Windows XP, idk why, because on my win7 it works just fine.

I need some assistance in creating a program that logs all the processes that the Application does. I want the program to log every process, the Username, any error messages,the date the process occured to a textfile. I attached is the code that I have put together. Have issues getting the processes to be Logged.
I have a datagridview on a form and this shows up my list of suppliers. I have a textbox which when i click shows up the supplier list and from there when i double click on a row, the supplier's name is shown in the textbox. The thing is i have to do same on the same page for search purposes which got its own textbox. But the cell double-click event already contains code that will display it in some other textbox like i mentioned previously. What i thought is to make another form with a datagridview. So this datagridview will be used to display the supplier's name in search textbox. But what if i have to access this form several times. Do i have to create several forms everytime?

I've a problem with accessing to values of added TextBoxes. I'm adding TextBoxes in my application using NumericUpDown control (event of NumericUpDown1_ValueChanged). It' s value is 1 to 10 and by each step it adds 2 new TextBoxes (named TBC11i and TBC12i, i=1-10). Im quite new to VB.Net so, this is what i have. A simple "console" form. Its just a form with a ListBox in it. To add stuff to the ListBox, i have to open the console, to let other forms know what the ListBox there is.
My problem is that I have a program which needs to access images for multiple choice questions, hundreds of them. Now when I publish the program it is not taking the images with it. I have read some information by 'kleinma' regarding publishing and he says to right click on the Bin and click include in project, but when I do this there is no command in the menu for this.
I have included all of my image files in the Bin and have also added them using the resource editor, but to no avail As I have indicated it is the Express edition, could this make a difference
I migrated some applications from Visual Studio 2005 to Visual Studio 2010. I develope using VB.NET in VISUAL STUDIO 2010 on a Windows 7 PC (32 bit). The applications writed in VB.NET - VS2005 run correctly in PC having XP, VISTA, WINDOWS 7 and Windows Server 2008. After the migration, the exe of these applications work correctly in PC having XP, Vista, Windows 7 but work stop immediatly on Windows Server 2008. The error returned is 'System.InvalidOperationException'. Seems that the application stop when attempt to evaluate the first global variable that meets. If i change the framework from 2.0 to 3.5, things don't change.
