I'm trying to resize various datagridview objects at run time, using the following subroutine

It appears that that only the top property is passed to the subroutine, that is, rowcount and the others appear to have a value of zero. Using ByRef makes no difference.
In many apps I have needed to disable the maximize and resize features of the main window because the textboxes and buttons stay exactly the same without realigning or resizing automatically. How can I change it so that buttons maintain their proportions and that textboxes will stretch when the window is resized?

There are several examples that demonstrate this in VB, but not in VB Express 2008, based upon VB.net.It looks like earlier you needed to access Windows API, but these calls does not work in VB.net. I understand that these call are replaced by "native" .net calls, but I cannot find any that does the job.
A typial example from old VB is:

This does not work in VB.net.

I am using Visual Studio 2010 to build forms to access databases through DataGridViews.As these tables grow, it would be easier to resize the form to see the whole table.So I try to dock the DataGridView to the bottomand resize the form (The other controls are at the top of the form)This works for the width, but the height of the DataGridView does not adjust.

I have a Form1 where i can add usercontrols during runtime. I draw their appereance in the OnPaint event using the GDI+ engine. The greate part is that i want to be able to resize these images during runtime wich goes pretty well now cause i draw points in percentage of the control. Unfortunetly it is very difficult to draw nice images/drawings ect with the GDI+ engine. Is there any other way in doing this?

The reason is because i'm creating an application which will be used in several servers, and it will be reference that same .net assembly, but the .dll file will be in different location per server. I am writing a game editor, and have a lot of different "tool" objects. They all inherit from BTool and have the same constructor. I would like to dynamically populate a toolbox at runtime with buttons that correspond to these tools, and when clicked have them create an instance of that tool and set it as the current tool. Is this possible, and if so will it be better/easier than creating those buttons by hand?
