Workflow & Change Notification In .NET 2010 Application With Backend SQL Database

I am developing an app that uses a sql backend database (hosted on a different machine).The app I am developing will be run on 10 different workstations simultaneously.Sometimes the app will change the database in such a way that the database needs to initiate a workflow process and I'm not sure of the best way to do this.Also, when database changes happen, how does one best notify the other app instances that the change has happened, so they know to refresh their data? I was thinking that triggers could help initiate the workflow but it might be nice to develop the actual workflow in .net code.Should I write another App to run as a service on the server and do the work and also to tell the client apps when things change?
Is it possible to achieve File notification in visual basic. file notification allows you to set up watches on one or more folders (optionally including the entire subfolder tree) so that any changes made to the folders result in a notification being sent back to you. i really apreciate if any one provide the code.
When you change some date or time settings in Regions and Languages from Control Panel, Windows will apply and refresh the Notification Area right now. Now i change some date setting from Registry and want Explorer refresh right now, using the API SHChangeNotify, like below

It connects and populates fine. I have a button for the user to "refresh" the datagridview. I cannot get it to correctly refill the dgv. I have tried setting the bindsource.datasource to Nothing along with the datagridview datasource, but I get an error that brings up the Visual Studio debugger with no real error message...
I've been using ms access bfore but want to upgrade coz the company im working in is getting bigger. With almost 10,000 new clients added every week. Im afraid access can't handle it anymore. So im planning to create a new database. Im really new to this SQL Express but have knowledge in sql using vb codes. Is it easy to be used as backend database?

Basically back in VB6 days, I created several VB6 apps with Access as the backend database. I'd package my Access db file with the application setup, which copied it on to a shared network drive, and then different computers on the LAN could use the same backend database file, and that worked just fine. With SQL and VB .Net, I've done work with a SQL database hosted on a remote server, so you can basically build your query string easily and anyone can connect to it from anywhere, and it works just fine.However, what I'd like to do is have a local SQL express database as the backend for a VB .Net application and make a setup program that can install it in a way that it could be shared on a Local area network, without the user who is installing the application do anything.
I know about building a connection string with the local machine name, but I don't really have any experience with including an actual MDF file with the application. Does anyone know how it works, and is it a better approach? Does it work similar to placing an access file in a shared unc path?I know that ClickOnce (which is awesome) can install SQL express easily on a user's machine. However, the key is that I want SQL express to be installed only on the machine that is going to be the database server in a LAN enviornment, and not on every machine, unless it is neccesseary. And then how does your VB app know how to build the connection string to access the database from any machine on the local share?
I'm a bit new to VB.NET and I have a database which I want to connect to an access backend stored on a network drive for multiple users. I can view the Database in the solution explorer and the directory defaults to the project folder. How can I specify the directory to pull from my network drive? VS has copied this datasource and imported it locally which is fine for testing, but i need the file accessible for multiple users. Is this something I do when publishing?

i like my application to start and goto system tray from begining from where i show or hide my main application form. To implement this i create 1 form named "FRM_main" and 1 Class named "MainClass" then define a procedure in MainClass which is as follow.

I am an absolute newbie in both oracle and visual basic. I have covered some basics as tutorials and want to develop a database using Visual basic as front end and Oracle as back end. I have Visual Studio 2008 installed and I will use Visual Basic from that. I also have Oracle 10g express edition installed on my system.
I am having an applciation running in system tray notification area, but the problem is that although I exit the application the icon is still there, when I point my mouse near notification area it's gone as it should be when I clicked on exit. I guess it is because my mouse position makes the area to refresh, if so, how can I do it inside my application to avoid having my useless icon in there?
We are thinking about changing our current database system, MS Access 2007 front end and MS SQL Server 2005 backend to using a higher level language such as Visual Basic .Net. I wonder if this is the BEST solution for data management? Currently, among others, we have two big database programs that handle more than two hundred users and it's crashed often. I need to create a notification system for my application that will alert the user once new items have been sent to their queue, which is made of up database entries. The latter part of this question may need to be asked in the database forum, but I guess we'll figure that out First, since I haven't created anything like this before, I need some direction on what the best possible solution would be.The notification system should always be running and work independently of the main app. With this requirement, I thought a Windows Service would be best.
The notification itself will just be a quick form that alerts the user. I'm sure most of that will be fairly easy to create. I am experiencing an issue with my copy of Visual Basic 2010 Express. I know my copy will run for about, 22 more days. But even when I try to register my product so it can run forever, a notification pops up always saying the same thing - "This product needs to be re-installed." What does that mean? ContactDB.mdf is the database in my application what would i have to insert for it to upload the database i have tried it as it is and its failing i could locate its full path on my machine that works but what happens when i want the application to go on someone elses pc?
one of the apps that I wrote a couple months ago is getting to be rolled out to my production floor; one issue tho - It works great as a standard executable (you double-click, it starts and waits for data), however, I cannot get it to start as a system service.
I've already done a little bit of research for how to create a system service, but most of the information that I've come across is point to VC# or Visual Studio 2010 - I'm not finding much for VB 2010. Additionally, I'm only using VB 2010 Express and I'm pretty sure that I don't have the Windows Service application template's on my PC.
My application does have a "UI", but there isn't any user interaction; it starts and just sits minimized in the system tray polling a directory for the existence of a file - i.e. the windows form is not required.
